FOREWORD

In 2011, millions of people in parts of the Horn of Africa faced the worst food-and-nutrition crises in a generation. For the first time in more than two decades, a famine was declared in Somalia. More than 13 million people desperately needed help, but the humanitarian community struggled to meet the massive needs. CERF played a played a major part in the early response to the crisis. It contributed more than US$126 million across the region, including $53 million to Somalia.

Funding Situation

The CERF raised a record amount of US$465 million through the contributions of Member States, Observers, regional governments and the private sector. 2011 marks only the second time in the history of the Fund that it exceeded the $450 million target established for it by the General Assembly.

Additionally, $46.4 million was transferred from the CERF loan window to the grant window with the reduction of the loan element by the General Assembly.

This document summarizes trends, innovations, and (in the second part) each country’s mid-year review.

Foreword: A year of challenges

It is my pleasure to present to you the 2008 Annual Report for the United Nations Central Emergency Response Fund (CERF).

For the millions of people affected by natural disasters and conflict worldwide, 2008 was a year of enormous challenges. More than 211 million people were affected by natural disasters, with more than 238,000 killed and US$200 billion in damages, making 2008 one of the most devastating years in terms of human and material losses.

The annual High-Level Conference on CERF will be held on Thursday, 4 December 2008. The event will take place in the Economic and Social Council Chamber at United Nations headquarters in New York from 10:00 to 17:00.

The Conference is a key instrument to review progress and mobilize resources for the Fund.

USG Holmes visits two top CERF-funded countries: Afghanistan and Myanmar

Mr. John Holmes, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Emergency Relief Coordinator (ERC), made recent visits to Afghanistan and Myanmar to monitor the progress of relief efforts in both countries.

Following a three-day trip to Myanmar, Mr Holmes noted clear signs of progress but cautioned against complacency.
