OVERVIEW

CONTEXT

The 26th round of DTM data collection in Libya took place between 13 June and 04 August 2019. DTM identified at least 655,144 migrants currently present in Libya who originated from more than 39 countries. Migrants were identified in all 100 municipalities, within 559 communities.
Throughout the reporting period, the armed conflict in South Tripoli which started on 04 April 2019 continued with substantial impact on the situation of migrants in and surrounding conflict-affected areas.

A group of 98 vulnerable refugees have been today evacuated out of Libya to Italy, the third direct humanitarian evacuation to the country this year.

With Libya continuing to suffer under conflict, such evacuations are a lifeline for the most vulnerable refugees living in detention centres and urban areas, who are in dire need of safety and protection,

At the end of 2018, over 17 million children were internally displaced by conflict or violence, and millions more by disasters or other causes.

Within a global context of increasing urbanisation, towns and cities are becoming a major refuge for displaced populations, including children. Displaced children and their families in urban settings may find it difficult to access basic services, including housing, protection and education. Yet urban areas also present opportunities for the displaced, as well as host communities, to thrive when the right policies are in place.

TRENDS AND KEY FIGURES

In May, 6,300 refugees and migrants arrived to Europe, primarily via Greece, Spain and Italy. Overall arrivals to Greece increased marginally compared with the previous month (3,198 versus 3,020), while arrivals to Spain (1,928 versus 1,539) increased by 20% and those to Italy rose (255 versus 782). So far this year just over 27,800 refugees and migrants arrived to Europe via the three Mediterranean routes compared to 43,569 that arrived in the same period last year, marking a 36% decrease.

In April, almost 4,700 refugees and migrants entered Europe, primarily via Greece, Spain and Italy. Overall arrivals to Greece decreased compared with the previous month (2,887 versus 3,159), while arrivals to Spain (1,540 versus 1,000) increased by 55% and those to Italy remained consistent (273 versus 262). So far this year almost 20,600 refugees and migrants arrived to Europe via the three Mediterranean routes compared to over 30,900 that arrived in the same period last year, marking a 33% decrease.

MIGRANT BASELINE

The 24th round of DTM data collection in Libya took place in January and February 2019. DTM identified at least 666,717 migrants currently present in Libya. Migrants were identified in all 100 municipalities, within 570 communities and originated from more than 38 countries.

This edition of DTM’s Migrant Report includes a new health surveillance component integrated under the Flow Monitoring Survey methodology to better understand the health conditions and challenges migrants face in Libya, please refer to page 15 for more details.

TRENDS AND KEY FIGURES

In March, just over 4,500 refugees and migrants entered Europe, primarily via Italy, Greece and Spain. Overall arrivals to Spain decreased by just over 26% compared with the previous month (1,006 versus 1,366) while arrivals through routes to Greece (3,159 versus 2,316) and Italy (262 versus 60) increase compared with the previous month. So far this year some 15,900 refugees and migrants arrived to Europe via the three Mediterranean routes compared to over 19,200 that arrived in the same period last year, marking a 17% decrease.

UN-Coordinated Appeals

The GHO published on 4 December 2018 announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans and the Venezuela Regional Refugee and Migrant Response Plan (RMRP). With the inclusion of the Zimbabwe Flash Appeal last month, funding requirements for UN-led appeals as at end February amounted to $22.42 billion.

Of 138.8 million people estimated to be in need of assistance, the humanitarian response plans envisage assisting 103.7 million.

ARRIVAL TRENDS AND FIGURES

Between 1 January and 30 November, 131,100 refugees and migrants reached Europe via the three Mediterranean routes compared to almost 171,430 arrivals in the same period in 2017. This marks a 25% reduction from the previous year’s arrival figures, showing a continued declining trend of the overall arrivals numbers to Europe. After a spike in October, arrivals dropped in November with over 10,080 people reaching Europe.

At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.
