Enforced disappearances: UN experts urge States to “stop looking the other way”

GENEVA (11 September 2019) – States around the world must act urgently to prevent enforced disappearances rather than looking the other way, said a group of UN human rights experts.

“It is our responsibility to alert the Human Rights Council and the international community as a whole, of what we are witnessing as a Working Group,” said Bernard Duhaime, Chair of the Working Group, after presenting the group’s latest annual report to the Human Rights Council in Geneva.

The Global Humanitarian Overview published on 4 December announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans (HRP) and the Venezuela Regional Refugee and Migrant Response Plan. By the end of August, requirements had reached $26.57 billion. The change in requirements since last month is mainly due to an increase in requirements for Mali and Zimbabwe, and the publication of the HRP for Venezuela.

The Global Humanitarian Overview published on 4 December 2018 announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans and the Venezuela Regional Refugee and Migrant Response Plan. By the end of July, the requirements had reached $26.14 billion. As at the end of July, 141.7 million people are estimated to be in need in 57 countries, a slight decrease of 1.2 million from last month. The plans aim to provide aid to 106.3 million people.

35 Flow Monitoring Points (FMPs) and 11 mobile FMPs are currently operational in seven countries. In May 2019, one additional FMP was installed in Sarh, in southern Chad, where enumerators monitor the flows of travellers between Chad and the Central African Republic and Nigeria. The Zouarke FMP in northern Chad remains closed because of insecurity and lack of access in the region.

The core countries of focus for this region are Ethiopia, Eritrea, Kenya, Uganda, Tanzania, Burundi, Somalia, Sudan, South Sudan and Yemen. Cyclone damage and rainfall deficits in 2019 caused significant production declines in Southern Africa, while in East Africa severe dryness reduced first season harvests and led to a degradation of rangeland conditions. Rainfall in West Africa is predicted to be below average, constraining production prospects.

As of 20 June 2019, the 22 Humanitarian Response Plans (HRP), the Syria Regional Refugee & Resilience Plan (3RP), the Venezuela Regional Refugee and Migrant Response Plan and 2 Flash Appeals that make up the Global Humanitarian Overview require $26.42 billion to assist 106.3 million highly vulnerable people. This is approximately $1 billion more than requirements at the mid-year point in 2018.
