Enforced disappearances: UN experts urge States to “stop looking the other way”

GENEVA (11 September 2019) – States around the world must act urgently to prevent enforced disappearances rather than looking the other way, said a group of UN human rights experts.

“It is our responsibility to alert the Human Rights Council and the international community as a whole, of what we are witnessing as a Working Group,” said Bernard Duhaime, Chair of the Working Group, after presenting the group’s latest annual report to the Human Rights Council in Geneva.

The Chamber of Deputies approved the conversion into law of the decree on security passed by the Government of Italy, tightening measures against vessels conducting rescue at sea.

In July, stand-offs continued to occur over the disembarkation of individuals rescued at sea in the Central Mediterranean. During the month, 1,088 refugees and migrants reached Italian shores.

On 25 July, 150 refugees and migrants were reported dead and missing in the most serious incident at sea since May 2017.

A new law decree came into force in mid-June, which could limit the disembarkation of refugees and migrants rescued at sea. UNHCR asked Parliament to amend it and prioritize rescue operations.

In June, 1,218 refugees and migrants reached Italian shores, the highest number of monthly sea arrivals in 2019 so far. Most sea arrivals in June departed from Tunisia.

Increasing numbers of land arrivals, including unaccompanied children, were reported travelling from Slovenia into the northern region of Friuli Venezia Giulia.

As of 31 May 2019, 112,906 asylum-seekers were accommodated in reception facilities across Italy. Approximately half of them were hosted in five regions.

In May, 782 refugees and migrants reached Italian shores, the highest number of monthly sea arrivals in 2019 so far. Most sea arrivals in May departed from Libya.

On 30 May 2019, 149 asylum- seekers and refugees were evacuated from Libya to Italy in a joint operation between UNHCR, and Italian and Libyan authorities.

Between 1 January and 31 March 2019, 8,390 new asylum applications were lodged in Italy, including 16 per cent from individuals originating from Latin American countries.

Despite standoffs over the docking of rescue vessels in Italy and increased restrictions against NGO rescue boats, 255 refugees and migrants reached Italian shores in April 2019.

On 29 April 2019, 146 refugees were evacuated from Libya to Italy in a joint operation between UNHCR, and Italian and Libyan authorities

Kidnapping data trends

• The number of kidnappings and individual aid workers who were kidnapped peaked in April 2018. July, August and September also recorded high numbers of kidnappings.

• Between February and May, 36 aid workers were kidnapped while travelling in Central and Western Equatoria states in South Sudan. Many incidents occurred when agencies entered previously inaccessible areas where there have been reports of conflict parties accusing aid workers of spying.
