OVERVIEW

CONTEXT

The 26th round of DTM data collection in Libya took place between 13 June and 04 August 2019. DTM identified at least 655,144 migrants currently present in Libya who originated from more than 39 countries. Migrants were identified in all 100 municipalities, within 559 communities.
Throughout the reporting period, the armed conflict in South Tripoli which started on 04 April 2019 continued with substantial impact on the situation of migrants in and surrounding conflict-affected areas.

Geneva – IOM reports that 55,918 migrants and refugees have entered Europe by sea through 11 September, roughly a 30 per cent decrease from the 77,528 arriving during the same period last year.

Arrivals this year to Greece and Spain are at 30,755 and 15,798, respectively, (46,553 combined) accounting for almost 83 per cent of the regional total, with the balance arriving in much smaller numbers to Italy, Malta and Cyprus. Arrivals to Greece are running approximately 47 per cent ahead of 2018’s totals from this time. Arrivals to Spain are more than 50 per cent lower.

In recent years, the International Organization for Migration (IOM), with funding from European states, has implemented ‘humanitarian’ return programmes for migrants stranded in North Africa – termed Assisted Voluntary Return programmes. It has been assumed that the risk of further mistreatment, together with ‘reintegration’ projects, will convince returnees to remain in their country of origin, or that, if not persuaded to stay, returnees will at least decide to obtain a visa to travel – which will ultimately lead to safer migration.

Geneva – IOM reports that 46,521 migrants and refugees have entered Europe by sea through 28 August, roughly a 32 per cent decrease from the 68,029 arriving during the same period last year.

Arrivals this year to Greece and Spain are at 23,193 and 14,969, respectively (38,162 combined), accounting for 82 per cent of the regional total, with the balance arriving in much smaller numbers to Italy, Malta and Cyprus. Arrivals to Greece are running approximately 23 per cent ahead of 2018’s totals from this time. Arrivals to Spain are almost 50 per cent lower.

The Chamber of Deputies approved the conversion into law of the decree on security passed by the Government of Italy, tightening measures against vessels conducting rescue at sea.

In July, stand-offs continued to occur over the disembarkation of individuals rescued at sea in the Central Mediterranean. During the month, 1,088 refugees and migrants reached Italian shores.

On 25 July, 150 refugees and migrants were reported dead and missing in the most serious incident at sea since May 2017.

Overview

Between 1 January and 31 July 2019, 3,867 persons arrived in Italy by sea. This is a 79 per cent decrease compared to sea arrivals in the same period last year (18,546). In July 2019, 1,088 individuals reached Italian shores. Albeit significant compared to other months this year so far, the numbers of monthly sea arrivals in July were lower than in June, when 1,218 refugees and migrants were registered at disembarkation points in Italy.

A new law decree came into force in mid-June, which could limit the disembarkation of refugees and migrants rescued at sea. UNHCR asked Parliament to amend it and prioritize rescue operations.

In June, 1,218 refugees and migrants reached Italian shores, the highest number of monthly sea arrivals in 2019 so far. Most sea arrivals in June departed from Tunisia.

Increasing numbers of land arrivals, including unaccompanied children, were reported travelling from Slovenia into the northern region of Friuli Venezia Giulia.

WESTERN REGION: CALM

SITUATION. Small-scale breeding continued in Algeria (115 ha treated) and started in northern Niger. Hopper and adult groups formed in southwest Libya. Scattered adults appeared in southeast Mauritania.
FORECAST. Small-scale breeding will occur in Mauritania, Mali, Niger and Chad, causing locust numbers to increase slightly.

Overview

Between 1 January and 30 June 2019, 2,779 persons arrived in Italy by sea. This is an 83 per cent decrease compared to sea arrivals in the same period last year (16,577). In June 2019, 1,218 individuals reached Italian shore. This is the highest number of monthly sea arrivals this year so far, and corresponds to some 44 per cent of all sea arrivals to Italy in the first half of 2019.
