1 Executive Summary

Lebanon is hosting at least one million Syrian refugees officially registered with the UN, many of them living in informal tented settlements and residential and non-residential buildings scattered around the country. Unfortunately, tented settlements and substandard buildings, due to their informality and spontaneity as they are built in an ad hoc manner, are at high risk of fire.

FOREWORD

The year 2015 marked the 10th anniversary of the Global Shelter Cluster, the inter-agency coordination mechanism for shelter response. During these ten years, coordination has improved in consistency, shelter responses have grown in scale, and there are more people with experience in shelter programming, but people continue to lose their dwellings and be displaced due to conflict and natural disasters. Global humanitarian shelter needs continue to greatly exceed the capacity and resources to respond.

As the Syria crisis enters into its sixth year in March 2016, a total of 5.4 million Syrian children and youth inside Syria (of whom 2.1 million are out of school) and 1.4 million Syrian refugee children and youth in the five host countries (50 per cent of whom are out of school) are in need of educational assistance.

It aims to explore how CCCM resources and experiences of camplike and camp-based responses can be applied to respond to the needs of displaced populations outside camps, in particular in urban environments. As part of the ECHO-funded Camp Coordination and Camp Management (CCCM) Cluster project ‘Enhancing the Coordination of Camp Management and Camp Coordination Intervention in Emergencies’, this desk review addresses this in two main ways.

LEBANON, Wednesday, February 11, 2009 - More than 1000 Palestinian families who've returned to live in the adjacent area of Nahr el-Bared refugee camp are now better prepared to face winter, thanks to the Norwegian Refugee Council.

Under the project, gas heaters, gas bottle refill coupons and tarpaulins will be distributed to refugees displaced by the 2007 conflict who've found shelter in pre-fabricated homes, damaged buildings and rented garages.

The winterisation project is supported by the European Commission's Humanitarian Aid Department (ECHO).
