Thank you for this opportunity to brief the Security Council on the protection of civilians in armed conflict. This is one of my top priorities, as it should be for all Member States. In the four months that I have been Emergency Relief Coordinator, my visits have included the Darfur region of Sudan, Chad, the Central African Republic, Northern Uganda and Somalia.

As the Fifth Committee (Administrative and Budgetary) today took up almost $5.4 billion in financing for the Organization’s peacekeeping operations for the period from 1 July 2007 to 30 June 2008, speakers expressed strong support for peacekeeping as a core function of the United Nations, and stressed the importance of providing adequate financing to individual missions in order to ensure successful implementation of their mandates.
