• As the offensive along the Turkey/Syria border enters its third day, the original planning figure of 100,000 affected people (scenario 3 in the inter-agency contingency plan) has been surpassed. The geographical area affected has also exceeded the initial plan. UNICEF and UN agencies are now preparing for scenario 4, which is for potentially 400,000 people being affected.

Highlights

3.3 million Syrian refugees and host community members assisted in total in August 2019.

• WFP started to extend its support to refugees of other nationalities in some of the countries responding to the regional Syria refugee crisis.

• In Egypt, WFP targeted refugees of seven different nationalities to be assisted with e-vouchers as part of the “One Refugee Policy”, while in Jordan and Lebanon non-Syrian refugees received unrestricted cash assistance redeemable at ATMs, contracted shops or both, and cash transfers respectively.

The security situation in Syria remains volatile and unstable. Idlib, Aleppo, Daraa, Al-Hassakah, Deir-ez-zor, North Lattakia and North Hama governorates remain primary hotspots. The most recent data by the World Health Organization shows that between December 2018 and July 2019, the number of people in need has increased by more than 534,000 to reach 13.72 million due primarily to the impact of hostilities.

Highlights:

• In July UNICEF continued to respond to the dramatic escalation of violence in northwest Syria continued in July, by providing life-saving multi-sectoral services in Idleb, northern Hama and Aleppo governorates to host communities, IDPs, and new waves of displacements. Prepositioned emergency supplies and emergency services were delivered to newly displaced people in northern Aleppo and Idleb through the main sectors.

Regional Overview

March 2019 marked the eighth anniversary of the Syrian conflict. 3RP partners continue to support host governments to improve the lives of Syrian refugees across the region. While much has been achieved, the length of the crisis has left many Syrians destitute and without hope. The needs of Syrians and communities hosting them in the region remain enormous.

Highlights

• Over one third of Rukban camp’s population of about 42,000 displaced Syrians near the Jordanian border have left toward Homs governorate where they receive critical medical and humanitarian support from UNICEF and partners before departing to final destinations of choice. The humanitarian situation of the remaining 29,000 people in Rukban, mostly women and children, remains a concern given the very limited access to critical services and supplies.

Measles situation in EMR

In the first 3 months of 2019, a total of 5 647 cases of measles has been reported from 19 countries in the Eastern Mediterranean region (EMR). The most affected countries this year include Somalia (1 204), Sudan (1 168), Saudi Arabia (808), Pakistan (751), Tunisia (659) and Lebanon (568).
