Résumé

Dix ans après l'entrée en vigueur du Traité sur l'interdiction de l'emploi, du stockage, de la production et du transfert des mines antipersonnel et sur leur destruction (Traité d'interdiction des mines antipersonnel), la société civile, les États et l'ONU ont beaucoup fait pour mettre fin aux souffrances causées par les mines terrestres. Plus de 41 millions de ces mines ont été détruites. Des terres ont été déminées et rendues aux communautés.

Foreword

Thee year 2008 witnessed a worsening situation in several ongoing emergencies. Renewed fighting in the eastern Democratic Republic of the Congo left many casualties and forced many to fee their homes. Insecurity in Somalia, Afghanistan, Chad, Kenya and Pakistan caused increased hardship for millions of vulnerable people.

Highlights

High food prices persist in developing countries despite an improved global cereal supply situation and sharp decline in international prices. This is affecting access to food of large numbers of low-income vulnerable populations.

A recent analysis of domestic food prices for 58 developing countries shows that latest prices are higher than a year earlier in 78 percent of the cases, and in 43 percent of the cases are higher than 3 months earlier. Mostly affected are sub-Saharan African countries.

Introduction

The Portfolio of Mine Action Projects 2009 provides a snapshot of the problems of landmines and explosive remnants of war (ERW) in 33 countries, territories and peacekeeping missions, and describes the strategies for eliminating each of these threats.

This 12th edition of the annual portfolio is a collection of mine action project proposals that reflect a strategic response by field-based partners to the landmine and ERW problems in specific countries or territories.

Foreword

Since the Anti-Personnel Mine-Ban Treaty was adopted in September 1997, mine action has helped an ever-increasing number of civilians reclaim their lives and restore their livelihoods. The treaty has helped mobilize the international community's response to landmines and their impact on people.

Red Cross Cautions against Preferential Treatment For Displaced People over Other Categories of Victims

As the Third Committee (Social, Humanitarian and Cultural) today concluded its review of the right of peoples to self-determination, this afternoon, acting without a vote, it approved a draft resolution, as orally amended, that would have the General Assembly designate an international year for human rights learning, commencing 10 December 2008.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
