The Middle East and North Africa (MENA) region has witnessed numerous natural and man-made disasters in the last decade, which created some of the world’s worst humanitarian crises, shattering lives and upending livelihoods, driving large-scale displacement and migration that has left millions in precarious situations in need of safe water, sanitation, nutrition and health care. In conflict zones of Syria, Iraq, Yemen, occupied Palestinian territories and Libya, National Societies are among the only actors with vast access to vulnerable people.

Like most people, I've been shocked and saddened by recent news from the Middle East and North Africa. An American ambassador killed in Libya. Rioters tearing up U.S. flags in Cairo. Anti-Western protests in Sudan, Yemen, Malaysia and elsewhere.

DUBAI, 31 January 2012 (IRIN) - Among the migrants who found themselves caught up in Libya during last year's war was a group of people whom one University of Oxford researcher calls "invisible": refugees who travel to third countries for work or better education.

Wedged between violence, politics, overlapping identities and restrictive definitions, these "refugee-migrants" or "refugee-students" are often overlooked and under-protected, according to Elena Fiddian-Qasmiyeh, a lecturer in forced migration at Oxford's Refugee Studies Centre.

The overall focus during the reporting period was concentrated on the efforts directed to address the humanitarian consequences of the civil unrest which has been sweeping the Middle East and North Africa (MENA) since the beginning of 2011. This has affected, to a considerable degree, the implementation of the regular 2011 plan and budget that was launched at the beginning of the year.

The EU flag now flies above the courthouse in the newly-named Freedom Square – a symbol not just of our solidarity with its people, but of our practical commitment.
