Introduction

The contributions in the book will make the case that improving global mental health is the gateway for achieving many of the millennium development goals. In spite of many controversies, disaster mental health and psychosocial support have penetrated into the cycle of disaster response and have gained ground in being established as a stand-alone component.

This book is divided into four sections. The rst section is presents the theoretical bases for mental health and psychosocial support activities after a major disaster.

ACTED Afghanistan: Assistance to returnees in Baghlan province

With the end of the war and a relative economic recovery, millions of Afghans returned to their native country from refuge abroad. For most of them the way back was not as easy and pleasant as expected. They found their house destroyed by the successive years of war and tough winters and faced an unaffordable real estate market.

The Cluster Approach: Strengthening humanitarian response capacity by enhancing leadership, accountability and predictability.

Overview: The Cluster Approach is currently being implemented in Uganda, Somalia, DRC and Liberia (IASC agreed roll-out countries). It was also used in Pakistan, Lebanon and Yogjakarta, Indonesia. It is now also being introduced in other countries such as Cote d'Ivoire.

Policy: An IASC Preliminary Guidance Note on Implementation of the Cluster Leadership Approach was sent to the field in June 2006.

Pau- 11th October 2006. Télécoms Sans Frontières (TSF), the United Nations Office of Coordination of Humanitarian Affairs (OCHA) and the United Nations Children's Fund (UNICEF), have officially announced, Wednesday the 4th of October in New York, a partnership to provide telecommunications to the humanitarian community in all world crises.

Within the reform of the United Nations, TSF has been appointed "First Responder" of the Emergency Telecoms Cluster (ETC).

Geneva, August 18, 2006--Several members of Action by Churches Together (ACT) International working in Sri Lanka in response to the December 26, 2004, tsunami today called on the parties involved in recent violence to guarantee the access of all humanitarian agencies to people wounded and displaced by the current hostilities and to allow post-tsunami reconstruction work to continue. ACT is a global alliance of churches and their related agencies working to save lives and support communities in emergencies worldwide.
