The Global Appeal 2007

Introduction

UNHCR's Global Appeal is published yearly to alert governmental and private sector donors, Executive Committee (ExCom) members and Standing Committee observers, Governments and their Permanent Missions in Geneva, the UN Secretariat, UN agencies, intergovernmental agencies, NGOs, regional organizations and other institutions and interested individuals to the plight of millions of refugees and others of concern to UNHCR.

(Geneva and New York: 12 October 2006): Convening in Geneva today, the Advisory Group to the United Nations Central Emergency Response Fund (CERF) will examine the success of the Fund in its first seven months of operation and recommend a funding goal for 2007.

Fifty-two Member States, Japan's Hyogo Prefecture and the private organization Disaster Resource Network have pledged more than $273 million to the Fund's grant facility since its 9 March 2006 inauguration.

Jean-Marie Guéhenno, the Under-Secretary-General for Peacekeeping Operations, said today there was a surge in United Nations peacekeeping operations around the world, a growth in missions that he called "unprecedented", and he urged Member States to prevent "political overstretch" and the danger of failing to focus on so many important issues.

At a Headquarters press conference, he noted that when missions in Lebanon, Darfur and Timor Leste reached full deployment, there would be approximately 140,000 military, police and civilian peacekeeping staff on the ground …

(New York: 29 September 2006): As of 30 September 2006, the United Nations will have committed $173.5 million from the new Central Emergency Response Fund (CERF) for more than 250 projects in 26 countries.

TWENTY DAYS IN AUGUST: The Security Council Sets Massive New Challenges for UN Peacekeeping

In only twenty days, from 11 to 31 August 2006, the Security Council adopted three resolutions which seem likely to increase UN peacekeeping levels around the world by approximately 50 percent and perhaps increase the overall cost of peacekeeping from the expected 2006-07 level of US$4.7 billion to possibly US$8 billion per year.

This new Council activity represents the fourth major surge in UN peacekeeping since the end of the Cold War, each bringing new complex challenges.

"Barometer" is a quarterly report published in Spanish and English by the Alert Unit at the Universidad Autónoma de Barcelona's School of Peace Culture. The report analyses the events that have occurred in the world over the course of the previous three months (January - March 2005) under nine main headings: conflicts, situations of tension, peace processes, post-war rehabilitation, humanitarian crises, militarization and disarmament, human rights and International Humanitarian Law, development and gender aspects in peace-building.
