Communication on Education in Emergencies and Protracted Crises

Education in emergencies helps millions of children in need across the world.

The Commission has adopted a new policy framework today that aims to increase humanitarian funding for education in emergencies and crises to 10% of its overall humanitarian aid budget as of 2019. The policy also aims to bring children caught up in humanitarian crises back to learning within 3 months.

Situation Overview

  • Since March, heavy rainfall has led to flash floods and riverine flooding across large areas of the Horn of Africa.

• Most of the flood affected areas are the ones already affected by the 2017 drought. The compacted soil reduced their capacity to absorb rain, further increasing the flooding.

In response to the recent devastating floods in Kenya, the European Commission has provided €1.5 million in emergency humanitarian funding to assist the most affected families.

The funding will help cover basic needs such as emergency shelter and basic household essentials, food and nutrition, drinking water and repair of damaged water and sanitation facilities as well as emergency health care and epidemics prevention.

  • The Patel dam in the town of Solai (in the Nakuru County, 190 km NW of the capital, Nairobi) burst on Wednesday night, 9 May after heavy rain, and swept away hundreds of homes downstream, killing at least 20 people.

  • Hundreds have been left homeless and more than 2 000 displaced. There are fears the death toll could rise since many more people cannot be accounted for.

  • Search and rescue operations are ongoing with the support of Kenyan Red Cross.

  • Since the start of spring rains, flooding has affected 15 counties across Kenya, particularly the eastern counties. Heavy rains in the Ethiopian highlands and across southern Somalia have resulted in flash floods and riverine flooding in many locations, mostly along the Genale and Wabi Shebelle, the Juba and Shebelle river basins.

  • Heavy rain continues to affect several areas of Kenya, causing casualties and damages.

  • According to media, as of 23 April at 7:00 UTC, the toll includes at least seven people dead in Kinangop (Nyandarua County, central Kenya), one dead and three missing in Nyatike (Migori County, southwestern Kenya), where more than 700 families have been displaced due to the floods.

  • Over the next 24 hours, more rainfall is expected to continue over the central and southern parts of the country, including the already affected areas.

  • Heavy rain has been affecting the northern and southeastern areas of the country over the past week, causing casualties.

  • According to media, as of 13 April, at least five people have been killed in Tana River county (Coast Province) and another three people have gone missing in Samburu county. They also reported that several houses have been flooded in Samburu and a bridge has been damaged in Turkana county.

  • Over the next 48 hours, moderate to locally heavy rain may continue to affect the country, including the ones already affected.
