Groupe URD 2017 Annual Report
As I take up my pen to write this President’s Report, my thoughts turn to Claire Pirotte, co-founder of Groupe URD, asking me to stand as President of Groupe URD in July 2017 so that she could face Death, which would finally get the better of her in early 2018. A socially committed and generous woman, she left behind a Groupe URD that is active in all the major crisis contexts in the world, and puts all its energy into bringing a little creative reflection to them.
In response to the drought and famine in the Horn of Africa in 2011, cash transfer programming (CTP) has been used extensively as a modality to meet humanitarian needs. Partly because the conditions permitted it (functioning markets, cash economies and delivery mechanisms), and partly because delivering in-kind assistance was almost impossible in some severely affected and insecure areas (particularly South Central Somalia), CTP was an appropriate response. This is the first disaster in which aid agencies have implemented cash transfers on such a huge scale.
Based principally on three cases studies (Pakistan, Haiti, and the Horn of Africa), the objective of this comparative study is to draw on lessons learnt for better coordination of cash transfer programmes (CTP) in future emergencies.
This study has been commissioned by the CaLP and conducted by Groupe URD.
It comes to the following conclusions:
Les différents travaux sur la sécurité des acteurs humanitaires classent la Somalie parmi les contextes opérationnels les plus dangereux du Monde avec l’Afghanistan, le Darfour et, depuis peu, le Tchad.
Le danger est en effet permanent pour les acteurs et ces derniers ont payé un prix élevé pour leur engagement auprès des populations somaliennes. Si le nombre d’incidents a diminué entre 2009 et 2008, passant d’environ 120 incidents sérieux à 70, c’est essentiellement lié à la diminution très forte de la présence des humanitaires sur le terrain.
i. INTRODUCTION TO THE EVALUATION
1.This evaluation of the DG ECHO Food Aid Budget Line (FABL) was undertaken in accordance with the requirement for DG ECHO to comply with Article 18 of the European Council's Regulation on Humanitarian Aid (1257/96) which reaffirms the importance of independent assessment and the requirements of the European Community's Financial Regulations, which state that evaluation is a part of sound financial management.
2.A number of changes made the evaluation process particularly challenging.
