In 2011, an earthquake and tsunami brought unimaginable destruction to Japan. These natural disasters were made more catastrophic by their impact on nuclear reactors at Fukushima. Though almost six years have passed, the life-threatening and massively destructive effects of this disaster remain a vivid reminder of the critical importance of national preparedness for chemical, biological, radiological, and nuclear incidents.

Today, Secretary of State John Kerry announced in Nairobi that the United States is providing more than $146 million in additional U.S. humanitarian assistance to support refugees, voluntary returnees, and drought victims in Kenya and Somalia. This new funding includes a significant new contribution of more than $59 million for the Office of the UN High Commissioner for Refugees (UNHCR) to protect and assist refugees in Kenya, and support voluntary refugee returns to Somalia.

Last week I accompanied World Food Program (WFP) Executive Director Ertharin Cousin to South Sudan to see how the world’s largest humanitarian food agency is addressing one of its most complex and pressing challenges.

As I viewed WFP’s emergency operations, I was again reminded that as much as you try to envision the lives of those millions of displaced and hungry, their reality always defies imagination.

The United States today announced nearly $300 million in humanitarian assistance to help the people of South Sudan who have been placed at risk by the conflict that began last December. The additional funding was announced at the Humanitarian Pledging Conference for South Sudan in Oslo, Norway where we joined more than 40 other countries in pledging support to help those displaced inside the country, as well as those who have fled to neighboring countries.

Washington, D.C. – In a fitting tribute to the success of the PEPFAR (the U.S. President’s Emergency Plan for AIDS Relief) program, Secretary Kerry announced today that the one-millionth baby will be born HIV-free this month due to PEPFAR-supported prevention of mother-to-child transmission (PMTCT) programs. At an event marking PEPFAR’s tenth anniversary, the Secretary also stated that there are thirteen countries at the programmatic “tipping point” in their AIDS epidemic.
