The synthesis report by FAO’s Monitoring African Food and Agricultural Policies (MAFAP) team, is the first ever attempt to systematically analyse agriculture and food security policies in several African countries, using common methodology over years. The report found that in the period between 2005 and 2010, the policy environment and performance of domestic markets depressed producer prices in the ten African countries analysed, though the trend is improving.

Using automated insurance design and monitoring tools, EARS has developed a geo-information approach to crop insurance. Mapped insurance designs can be provided for the entire region, thus allowing for unrestricted sales. This enhanced capability is also reflected in the offer to develop proof-of-concept, free drought insurance design.

Africa needs a critical mass of scientists trained in plant breeding, with conventional and molecular expertise to develop resilient and climate-smart varieties needed for food security, sustainability and economic development. These scientists must be committed to working in national breeding programmes in their home countries. The lack of plant breeders with such skills in Africa is well documented.

From January to the end of September 2010, CERF has allocated over $372 million, more than the historical annual average of $355 million. During the third quarter of 2010, CERF allocated $90 million. Given funding levels of previous years, CERF disbursements for 2010 will likely pass the $400 million mark by the end of the year.
