The Eastern and Southern Africa region continues to face multiple and more frequent humanitarian crises, including conflict and insecurity, economic shocks, climate change, natural hazards and disease outbreaks.1 More than 17 million people (45 per cent children) remain food insecure throughout the region.

This Revised Emergency Appeal seeks a total of some 9.2 million Swiss francs increased from 4.8 million Swiss francs, which reflects the overall operational plan of the Kenya Red Cross Society. The revised Appeal is focusing on shelter and settlement, health and nutrition, water, sanitation and hygiene, protection, gender and inclusion as well as food security and livelihoods, targeting 321,630 people or 53,605 families. The operation has been scaled up to assist an increased number of people within an extended timeframe, and an enlarged geographic scope.

This Emergency Appeal seeks a total of some 4,746,755 Swiss francs to enable the IFRC to support the Kenya Red Cross Society (KRCS) to deliver assistance to 150,000 people of 15 counties in shelter and settlement, health and nutrition, water, sanitation and hygiene, protection, gender and inclusion as well as food security and livelihoods for six months. The planned response reflects the current situation and information available at this time of the evolving operation and will be adjusted based on further developments and more detailed assessments.

15 November 2017:- WHO has been implementing the Emergency Response Plan since 20 October 2017 when the Ministry of Health officially declared the outbreak. WHO released US$ 624 000 from the Contingency Fund for Emergencies (CFE) to rapidly respond which has proven to help contain the outbreak.

The worst drought in a generation continues to deepen in a number of countries in the Greater Horn of Africa (Somalia, Ethiopia and Kenya), exacerbated by three consecutive failed rainy seasons. Approximately 10.2 million children (18.5 million people) are in need due to malnutrition, water shortages, lack of health services, child protection violations and disruption to education. In Somalia, a famine has been adverted but remains a possibility.

Background

Launched in 2005, ProCap aims to enhance the humanitarian system’s protection response through the deployment of Senior Protection Advisers and the delivery of inter-agency protection capacity trainings. The strategic direction of the project is reviewed regularly to ensure that it responds to changing needs and gaps within the international humanitarian response. An external evaluation in 2007, a Strategic Review in 2009, and an external evaluation in 2011 all confirmed the continued relevance of the project.
