Introduction

This research is part of a project to understand how people affected by crisis and humanitarian staff perceive the impact of the Grand Bargain commitments. This report presents findings from the second annual survey of the views of people affected by natural disaster in Haiti, most recently by Hurricane Mathew in 2016. It also introduces the perspectives and opinions of humanitarian staff in Haiti.

• Countries in the Latin America and the Caribbean (LAC) region2 experience a range of natural hazards, including droughts, earthquakes, floods, forest fires, hurricanes, landslides, tsunamis, and volcanoes. El Niño and La Niña phenomena occur periodically, exacerbating the impacts of hydrometeorological events in the LAC region. Unplanned urban expansion, environmental and natural resource degradation, and land-use management challenges also increase populations’ vulnerability and exposure to natural hazards.

As part of its effort to ensure rapid responses to humanitarian emergencies around the world, USAID’s Office of U.S. Foreign Disaster Assistance ( USAID/OFDA ) stores emergency relief supplies , such as blankets, hygiene kits, kitchen sets, plastic sheeting, and water containers, at warehouses in Dubai, United Arab Emirates; Miami, United States; Pisa, Italy; and Subang, Malaysia.

Haiti ranks as the third country most affected by climate events according to the 2016 Germanwatch Global Climate Index. More than 96 percent of its population is at risk of two or more hazards. When hurricanes and other natural disasters wreck havoc in Haiti, bridges and roads are destroyed, cutting off communities from schools, hospitals, and cities.

In the aftermath of Hurricane Matthew in 2016, the World Bank financed the construction of an emergency bridge in Ladigue to restore safe and all-weather access to 1.4 million Haitians.

Plus de 200 000 personnes ont été touchées par l’ouragan - une des tempêtes les plus fortes jamais enregistrées dans l’Atlantique - dans l’Est des Caraïbes, région la plus gravement atteinte. Certaines îles, dont la Barbade et Saint-Martin, sont devenues presque inhabitables.

ROME – WFP has launched a range of operations in response to the devastation caused by Hurricane Irma across the Caribbean. These assistance activities are being mounted in support of national governments, regional organizations, disaster agencies and humanitarian actors across the region.

Worst hit by the hurricane – one of the most powerful Atlantic storms ever recorded – has been the Eastern Caribbean where as many as 200,000 people have been affected. Some islands, including Barbuda and St. Martin, are reported to be near uninhabitable.
