A. Situation Analysis
Description of the Situation
In November 2015, a group of more than 1,000 Cuban nationals were reported in the border area between Costa Rica and Panama in the community of Paso Canoas, Corredores Canton. Since these people did not meet the migration requirements to enter Costa Rica, a significant build-up of migrants occurred on the Panamanian side of the border as they began to settle in the streets, waiting on a solution to their legal immigration status.

The following article is based on a study on aid localisation during the response to Hurricane Matthew which struck Haiti in October 2016. It draws on a series of interviews carried out in Haiti in May and June 2017. It presents how and why aid localisation is seen as a way of increasing resilience. It also analyses certain limits that were observed.
Au cours de l’année 2017, la France a mobilisé en Haïti près d’1,7 millions d’euros d’aide alimentaire dont 1,5M€ ont été reversé au Comité Interministériel d’Aide Alimentaire (CIAA) en réponse à l’ouragan Matthew du 3 au 4 octobre 2016. L’Ambassade de France continue également d’appuyer le Programme National des Cantines Scolaires (PNCS).

Haiti is the poorest country in the Western Hemisphere. Three quarters of the population lives on less than $2 per day, making Haiti extremely vulnerable to price spikes in the global food market as well as natural disasters.
Haiti remains susceptible to environmental shocks, such as Hurricane Matthew in October 2016 and Hurricanes Irma and Maria in 2017, whose impacts continue to drive food insecurity across the country.
Despite recent rainfall, dryness remains in parts of South Africa and Madagascar
Africa Weather Hazards
Seasonal rainfall during early November has helped alleviate early season moisture deficits across Somalia and eastern Kenya. However, deficits in southern Somalia and eastern Kenya remain.
The forecast below-average rain next week is likely strengthen moisture deficits.

This partnership brings the first vocational training school for bakers to Haiti and will allow participants to acquire skills needed for their future employment.
The 2017 spring agricultural season was characterized by unfavourable distribution and quantity of rainfall, making it the fourth consecutive season since 2014 that significantly deviates from the long-term precipitation pattern.
Domestic food availability in 2017 is estimated at 550 000 tonnes, about 3.5 percent less than in 2016 and almost 6 percent below average. The decline is essentially due to lower outputs for both maize and sorghum.
