OVERVIEW

• Countries in the Latin America and the Caribbean (LAC) region2 experience a range of natural hazards, including droughts, earthquakes, floods, forest fires, hurricanes, landslides, tsunamis, and volcanoes. El Niño and La Niña phenomena occur periodically, exacerbating the impacts of hydrometeorological events in the LAC region. Unplanned urban expansion, environmental and natural resource degradation, and land-use management challenges also increase populations’ vulnerability and exposure to natural hazards.

For several years the number of people who cannot meet their daily food needs without humanitarian assistance has been rising, primarily driven by two factors: persistent instability in conflict-ridden regions and adverse climate events.

Despite marked economic and political gains in Latin America and the Caribbean in recent years, humanitarian needs remain significant across the region, putting the rights, safety and well-being of millions of children at risk. The region remains highly prone to natural and human-caused disasters, and vulnerability to these events is largely driven by inequality, inadequate risk analysis, weak planning and rapid urbanization. As of October 2018, nearly 5 million people in Latin America and the Caribbean, including 1.5 million children, were affected by natural disasters.

1. Preamble

This lessons-learned paper is an initiative of the Global WASH Cluster Technical Learning Project, led by ACF1 -UK. The Project has identified water, sanitation and hygiene (WASH) response to floods as a priority for technical learning in the sector. Flood emergencies are predicted to increase significantly because of climate change. A number of agencies have experience in responding to rural floods and this provides an opportunity to capture and harness good practices and lessons learned to inform future WASH responses.

The Latin America and Caribbean region is increasingly impacted by natural disasters as well as population movements. In 2017, more than 15.6 million people - including 8 million children were affected by natural disasters. Hurricanes resulted in aggravating the humanitarian situation of more than 1.4 million people in Cuba, Haiti and the Eastern Caribbean islands. Mexico was severely hit by two major earthquakes in September 2017, while floods and landslides further exacerbated the needs of vulnerable children and their families in Colombia and Peru.

Según el Servicio Nacional de Meteorología e Hidrología (Senamhi) se prevén vientos de moderados a fuertes en Santa Cruz, con velocidades de entre 60 a 90 km/h, que afectarán principalmente a las provincias Cordillera, Ibáñez, Warnes, Ichilo, Sara, Florida y Santiesteban.

Se espera la incidencia de vientos de moderados a temporalmente fuertes en el altiplano centro y sur de Oruro y Potosí, con velocidades de entre 40 y 70 km/h.
