The Global Humanitarian Overview
Is the world’s most comprehensive, authoritative and evidence-based assessment of humanitarian needs;
Is based on detailed analysis of wide-ranging data from many different sources, and face-to-face interviews with hundreds of thousands of people directly affected by humanitarian crises across the globe;
On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.
This document provides an overview of responses to the Global Shelter Cluster (GSC) online survey, conducted in preparation for the annual GSC Meeting. Findings are based on a total of 106 responses, as of 26 September 2017.
CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.
ProCap aims to strengthen the collaborative response of protection agencies and non-protection mandated organisations. To do this, it deploys senior personnel with proven protection expertise at field, regional and global operations and trains mid-level protection staff from standby partners and humanitarian organisations. The Project objectives and activities are guided by the 2014-2016 ProCap Strategy.
Project Governance / Management
Launched in 2005, ProCap aims to enhance the humanitarian system’s protection response through the deployment of Senior Protection Advisers and the delivery of inter-agency protection capacity trainings. The strategic direction of the project is reviewed regularly to ensure that it responds to changing needs and gaps within the international humanitarian response. An external evaluation in 2007, a Strategic Review in 2009, and an external evaluation in 2011 all confirmed the continued relevance of the project.
Today’s global challenges continue to grow. We currently have five ongoing emergencies ranked at the highest level of operational complexity and urgency in Iraq, Nigeria, South Sudan, in the Syria region and Yemen. While the majority of these are conflict emergencies, the frequency of natural disasters is also on the rise – with Cyclone Winston hitting Fiji in February 2016 and Hurricane Matthew striking Haiti last October. The need to strengthen preparedness and resilience is becoming more and more critical.
The year 2015 marked the 10th anniversary of the Global Shelter Cluster, the inter-agency coordination mechanism for shelter response. During these ten years, coordination has improved in consistency, shelter responses have grown in scale, and there are more people with experience in shelter programming, but people continue to lose their dwellings and be displaced due to conflict and natural disasters. Global humanitarian shelter needs continue to greatly exceed the capacity and resources to respond.

In crises, where local capacities have been exceeded, we provide leadership, coordination, and information, and facilitate access to operational services.
Globally, the Logistics Cluster is a community of partners actively working to overcome logistics constraints, and to develop and share best practices and solutions.

In 2016, the Surge Capacity Section (SCS) managed 144 deployments to 32 countries.
Today more than 75 per cent of people affected by humanitarian crises are women and children. And adolescents aged 10-19 years constitute a significant proportion of the population in many conflict and post-conflict settings.
In response to today’s humanitarian challenges, UNFPA continues to provide life-saving services to prevent and respond to gender-based violence and provide information, services and supplies for sexual and reproductive health as we work with partners to carry forward commitments made at the World Humanitarian Summit.
The United Nations Disaster Assessment and Coordination (UNDAC) team is part of the Office for the Coordination of Humanitarian Affairs (OCHA) and the international emergency response system for sudden-onset emergencies. UNDAC was created in 1993. It is designed to help the United Nations and governments of disaster-affected countries during the first phase of a sudden-onset emergency. UNDAC, as a tool of OCHA, also assists in the coordination of incoming international relief at national level and/or at the site of the emergency.
