The Cost of Hunger Study in Africa (COHA) is a project led by the African Union Commission (AUC) and the NEPAD Planning and Coordinating Agency, and supported by the UN Economic Commission for Africa (ECA), and the UN World Food Programme (WFP). COHA is a multi-country study aimed at estimating the economic and social impacts of child undernutrition in Africa.

The international community, in consultation with the African Union, Regional Economic Communities and national Governments, in response to the situation in the Horn of Africa, and through various on-going efforts and initiatives, has come up with a number of areas of priorities, required to respond the crisis. The funding requirement is currently estimated at US$ 2.481 billion in aid to respond to the drought emergency (This include all other sectors not considered priority in this analysis). Out of this, US$ 1 billion has already been committed so far.

INTRODUCTION

1. It will be recalled that the AU Observer Team made up of twenty (20) members from various African states, led by Dr. Aman W. Kabourou (MPAP) Team Leader, participated fully in the observation activities of the Ethiopian Legislative Elections until voting day on May 15, 2005, and submitted a comprehensive report to the AU Chairperson on the elections exercise. Nonetheless, once again on June 15, 2005 the Observer Team was reconstituted in Addis Ababa on an urgent request by the Chairman of the African Union Commission.
