KEY MESSAGES

  • This week there were 14 new arrivals and only 4 exits recorded at Dollow IDP camps. The number of new arrivals slightly increased compared to the previous week. In general, for the month of August, movements in Dolow IDP sites have remained significantly low compared with July entries.

SITUATION OVERVIEW

Continued insecurity and localized conflict between communities in Ethiopia’s Gedeo Zone (Southern Nations, Nationalities, and Peoples' Region – SNNPR) and West Guji Zone (Oromia Region) have led to the rapid displacement of nearly 960,000 people between April and July 2018. Since mid-August, returns have begun toward areas of origin, though the situation for returnees remains precarious.
Many are unable to return to their original properties, and now gather in new collective sites in the kebele (town council) of origin.

Geneva – IOM, the UN Migration Agency, reports that 71,779 migrants and refugees entered Europe by sea in 2018 through 5 September, with 31,040 to Spain, the leading destination this year. This compares with 125,613 arrivals across the region through the same period last year, and 289,681 through a similar point (6 September) in 2016.

Foreword from the Regional Director

Welcome to the August edition of the UN Migration Agency Bulletin for the East and Horn of Africa.
Like in many parts of the globe, migration continues to dominate debates in our region. On 6 August, IOM and its partners, launched a Regional Migrant Response Plan for the Horn of Africa and Yemen appealing to the international community for USD 45 million. It is the first of such plan to be launched ever.

Hargeisa: IOM, the UN Migration Agency Sub-Office in Hargeisa facilitated the return of 63 Ethiopian migrants who became stranded at sea for six days when their boat engine failed. The migrants left Hargeisa in several groups after they had received medical attention, food, shelter, clothing and counselling through support from IOM.

Dilla – IOM, the UN Migration Agency, has released its latest displacement reports from the crisis in Ethiopia’s Gedeo and West Guji zones, where some 958,175 people have been displaced by inter-communal conflict. In July, IOM conducted assessments of displacement sites in both zones where it found nearly 359,113 people sheltering in collective sites. The remainder of the displaced population is living with local communities, for example, in rented accommodation or with relatives, while still visiting the collective sites to access humanitarian assistance.

Pour ce faire, l’OIM met en œuvre le suivi des flux de population, activité qui consiste à collecter des données dans les localités par lesquelles transitent les migrants. Cette activité a débuté en mai 2017 dans 6 localités et n'a cessé de grandir, jusqu'à atteindre 12 points de suivi actuellement, situés dans les régions d’Arta, Ali-Sabieh, Dikhil, Tadjourah et Obock.

Yemen – IOM, the UN Migration Agency, continues to help migrants, including refugees, stranded in Yemen return home, with its latest voluntary humanitarian return support taking place this week (04-05/08). One movement left from Hudaydah with 132 Ethiopian migrants and the second from Aden with 116 Somali refugees.

IOM: USD 45 Million Needed for 2018-2020 Migrant Response in Horn of Africa, Yemen

Nairobi – IOM, the UN Migration Agency, and its partners launched, on 6 August, a Regional Migrant Response Plan (RMRP) for the Horn of Africa and Yemen through which they are appealing to the international community for USD 45 million. The plan details support to migrants on the move in the Horn of Africa and Yemen from 2018 to 2020.

METHODOLOGY

The DTM Rapid Response Site Assessment tool is designed to provide detailed information at site level for emergencies occurring outside the DTM Mobility Tracking data collection periods. IDP community leaders collaborated closely with IOM as key informants during the assessment. The aim of this assessment is to provide the humanitarian community with up-to-date information on the locations, needs and demographics of displaced populations.

KEY MESSAGES

• A total of 192 entries and zero exit were recorded in Dolow IDPs camps. The number of entries has been increasing due ongoing fighting in Ethiopia and also SCOPE registration in Dolow IDPs camps.

• The majority of the new arrivals this week cited lack of food as their reason for displacement (54%), insecurity (25%) and uncomfortable condition (21%).

• More than two-third of the new arrivals came from across the border, Ethiopia (75%) and nearby districts of Belet xaawo (21%) and Luuq (4%).

CASH FEASIBILITY AND MARKETS

With over 822, 000 people displaced into SNNPR and approximately 189, 000 to Guji Zone, the needs are many and requiring urgent/immediate humanitarian assistance that cutts across all the sectors. Markets are functioning and well - integrated with Addis Ababa market and imported goods from Kenya, Somalia trade routes and through the port of Djibouti.

Welcome to the July edition of the UN Migration Agency Bulletin for the East and Horn of Africa.
Our region has much to celebrate after the historic breakthrough in Ethiopia and Eritrea relations. The signing of a Joint Declaration of Peace and Friendship by the leaders of the two countries, and the subsequent restoration of air services and phone links, we hope, will lead to the free movement of people across their borders.
