Message from our Regional Director

Despite numerous humanitarian challenges in 2017 in Africa, there were also a number of heart-warming accomplishments. A case in point, was when a local response of Red Crescent teams—and other partners—curbed Somalia's cholera outbreak through the power of local volunteers and shared international expertise. In terms of support to our members, 36 National Societies were able to kick start initiatives that built their capacity through seed grants.

The regional appeal, throughout its first year, has supported 15 emergency operations, including ten Appeals and five DREFs. The latter were/are aiming at meeting the needs of approximately two million

people in 14 countries, including five countries of focus: Ethiopia, Kenya, Nigeria, Somalia and South-Sudan. For this 12-month report, these operations were asked to provide a brief overview of their key achievements, successes, challenges and key lessons learned over the past year.

A. Situation analysis

Description of the disaster

On 8 September 2017, rainfall attributed to the Kiremt rains began falling in Ethiopia, leading to extensive flooding. The Ambeira zone in Afar region, as well as special zones surrounding Addis Ababa (the capital), Jima, South-east Shewa, and South-west Shewa in the Oromia region were worst affected by the rains and flooding. It was estimated that a total of 18,628 households (HHs) or (93,140 people) where affected, of which 7,270 HHs (36,350 people) had been displaced.

Summary

This revised Emergency Appeal seeks a total of some 6,108,307 Swiss francs (reduced from 13,686,550 Swiss francs) to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Ethiopia Red Cross Society (ERCS) to deliver integrated assistance and support to some 250,591 drought-affected people (a decrease from 318,325 people), with a focus on the following sectors: Health, Water Sanitation and Hygiene (WASH), Livelihoods, Nutrition and Food Security. The Appeal timeframe is extended until October 2018.

Through this operation update the Ethiopia Red Cross Society requests 3 months’ timeframe extension of the operation to allow the NS to revise the operation i.e. areas of intervention, downward revision of the operational budget as well as rationalize the regions targeted by the revision. The revision is informed by the results of the meher assessment by government, joint movement secondary data review, IFRC Donor Advisory Group (DAG) recommendations following the field visit as well as lessons learnt workshop recommendations.

This revised Emergency Appeal seeks 13,686,550 Swiss francs (increased from 2,595,467 Swiss francs) to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Ethiopia Red Crescent Society (ERCS) in assisting 318,325 people for nine months. The expanded operation will focus on the following sectors: health; water, sanitation and hygiene (WASH); livelihood, nutrition, food security. It also reflects a substantial increase in the target population, number of activities, an enlarged geographic scope and timeframe for implementation.

The emergency appeal was launched in December 2015 seeking 2.2 million Swiss Francs to support Ethiopian Red Cross Society provide assistance to 35,371 people affected by drought in Afar and Somali Regions, through the distribution of supplementary food, malnutrition screening and referral, improved access to safe water, hygiene promotion and protection of their livelihoods.
