À la fin du mois de décembre 2018, 21 Plans de réponse humanitaire (HRP) et le Plan régional de réponse pour la Syrie (3RP) nécessitaient 24,93 milliards de dollars pour assister 97,9 millions de personnes ayant un besoin urgent d’assistance humanitaire. Les financements requis restaient identiques à ceux enregistrés à fin du mois de novembre 2018. Les plans sont financés à hauteur de 14,58 milliards de dollars, comblant 58,5% des besoins financiers pour 2018.

Overview and developments
The International Organization for Migration (IOM) in Chad requires USD 1.2 million to urgently assist more than 950 migrants and Chadian nationals displaced by inter-communal fighting around two gold mines near the Libyan border at the end of December (27-28/12).
At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.
I. Since January 2013, the Financial Regulation governing the EU budget has allowed the European Commission to create and administer European Union trust funds for external actions. These are multi-donor trust funds for emergency, post-emergency or thematic actions.

This dashboard analyses and represent information based on IOM data and reports by UNCTAD 2018, UNODC 2018 and ISS 2017, regarding the cost of the journey facilitated by smuggling networks from the Horn of Africa. Costs were available for movements related to 6 countries - Sudan, Eritrea, Ethiopia, Somalia, Yemen and the Kingdom of Saudi Arabia -, and for 2 Routes: Northern and Eastern Route.

IOM Sudan, colour marked the celebrations of the EU-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa. The event which was held at the IOM Sudan office in Khartoum was attended by representatives from the EU delegation, ten migrant returnees from Libya and 16 representatives of Nigerian, Ethiopian and Eritrean migrant communities.
The 22th round of data collection took place in September and October 2018.
Between 26 August and 24 September 2018, southern Tripoli witnessed clashes between armed groups, triggering population movements of both local populations and migrants to safer locations, often in near-by municipalities. Following the end of hostilities, these movements were reversed as the situation gradually stabilized and livelihood opportunities, such as daily labor, became available again for migrants.
The IRC’s Watchlist 2019 highlights the countries we believe are at greatest risk of experiencing the worst humanitarian crises over the coming year.
Regional Flow Monitoring Network
124 FMPs are currently active in three countries in the region.
As of the last report (July and August 2018) IOM identified at least 669,176 migrants currently in Libya. Migrants were identified in 100 municipalities, within 554 communities originating from more than 41 countries [primarily from Niger (19%), Egypt (14%) and Chad (14%)]. Information on current migration flows was collected through 1,897 assessments. Migrants were primarily located in Tripoli (22%), Misrata (12%) and Ejdabia (10%).
Regional Flow Monitoring Network
30 FMPs and nine mobile FMPs are currently operational in seven countries.
In Burkina Faso, data was collected from five FMPs during the month of October 2018. An average of 1,117 individuals were observed crossing Flow Monitoring Points daily - a slight decrease of three per cent from the September figures.

Its purpose is to consolidate this information and present it in an accessible way, providing policymakers, researchers and humanitarian practitioners with an evidence base to support humanitarian policy decisions and provide context for operational decisions.
