The first ever European Report on Development (ERD) was launched at European Development Days in Stockholm. Europe's top experts put the focus on the challenges faced by fragile African countries in an unstable global economic context. Their report highlights the destabilising effect of the global economic downturn, and makes recommendations for the way forward.

Executive summary

The Eastern Africa region covers 14 National Societies (NS) - Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda. The region has four country representations in Somalia, Sudan, Eritrea and Ethiopia and two other representations covering the Indian Ocean Islands and east Africa countries. Initially, this region was known as the Eastern Africa Zone (EAZ).

In response to the severity of the food crisis and the need for prompt action, the World Bank Group set up the Global Food Crisis Response Program (GFRP) in May 2008 to provide immediate relief to countries hard hit by food high prices. The Bank response has been articulated in coordination with the United Nations' High-Level Task Force on food security.

To effectively tackle terrorism, entrenched poverty and the threat of weapons proliferation, a more equitable multilateral system that valued diversity and fostered a "climate of dialogue" was urgently needed, world leaders attending the General Assembly's annual debate stressed today, as they pushed for a more democratic United Nations.

Dans le cadre du Programme d'intervention en réponse à la crise alimentaire mondiale (GFRP), le Groupe de la Banque mondiale a lancé un mécanisme de financement rapide afin d'accélérer les apports d'aide aux pays qui en ont le plus besoin. La réponse de la Banque s'est faite en articulation avec l'Equipe spéciale de haut niveau des nations Unies (HTLF) sur la sécurité alimentaire. La Banque soutient ainsi la mise en place du Cadre d'action global (CAG).

- Le GFRP est aujourd'hui doté de 2 milliard de dollars.

It is my pleasure to present to you the 2008 Annual Report for the United Nations Central Emergency Response Fund (CERF).

For the millions of people affected by natural disasters and conflict worldwide, 2008 was a year of enormous challenges. More than 211 million people were affected by natural disasters, with more than 238,000 killed and US$200 billion in damages, making 2008 one of the most devastating years in terms of human and material losses.

Executive summary

The food crisis of 2008 provoked a strong coordinated response from the world community and exposed fundamental problems in the agrofood sector, which continue. Prices remain high in many domestic markets of developing countries, and the risk of future volatility persists. The present economy-wide crisis creates severe economic and social difficulties, which aggravate agricultural problems and the food situation -particularly for least-developed countries and small farmers - and which require stronger actions.
