Slightly below last year estimated MEHER cereals production in Ethiopia

This year, a general failure of the BELG season, important for MEHER long cycle crop planting, has been observed. The onset of the MEHER season was also delayed to July. Despite a globally normal amount of rain for the total season, the rain distribution was quite erratic leading to dry spells in several administrative zones. The season ended quite early, end of September, and additional rains were received at harvest time, beginning of December, with potentially increasing harvest losses.

INTRODUCTION AND SUMMARY OF KEY FINDINGS

The Problem: ineffective aid

Official Development Assistance (ODA) is subject to a number of characteristics, which reduce its effectiveness, among them:

1. ODA is not a homogenous, forward-looking concept but only the ex post summation of annual disbursements by some twenty to thirty donor governments' foreign aid programmes, each following its own individual aid policies, procedures and programmes;

Below normal rainfall has been observed in June. In July the central part of Ethiopia received sufficient rainfall for a real onset of the MEHER season with a delay of nearly one month. The rains recorded in July are nevertheless below normal and below last year in some regions, around 70 % and 50% of last year rainfall level in Oromiya and SNNP regions.

The Vegetation Condition Index (VCI) map on the right indicates that most of the production areas are slightly recovering from the poor rainfall conditions of June. Low VCI areas still appear in south SNNP and East Oromiya.

Slightly below last year crop production in the Highlands of Ethiopia

During the month of October, above average rainfalls have been observed in Southern Ethiopia. A negative anomaly of rainfall is also assessed by the MSGTAMSAT model in the western part of Amhara and Tigray, along the Sudanese border. The Vegetation Condition Index map of October shows below normal conditions in mainly the agriculture areas of Amhara and Tigray regions, potentially the result of the low rainfall observed in August and September.

Average crop conditions in the Central Highlands of Ethiopia

During the month of August, normal rainfalls have been observed in the central part of Ethiopia with nevertheless below normal and below last year rainfall conditions in some areas of Amhara and Tigray regions. The Vegetation Condition Index (VCI) map on the right shows that most of the production areas of the country are in good conditions.

Low VCI areas still appear in Tigray and in the southern part of SNNP and Oromiya regions.

Heterogeneous crop conditions in the Central Highlands of Ethiopia

During the month of July, good rains have been observed in the central part of Ethiopia with nevertheless below normal and below last year rainfall conditions in some areas of Amhara and Tigray regions. The Vegetation Condition Index (VCI) map on the right indicates that most of the production areas of the country are in fair conditions. Low VCI areas still appear in Eastern Amhara and in the southern part of SNNP and Oromiya regions.

The Vegetation Condition Index map on the right of this page indicates that most of the country is in one of the good year of the last nine years. A low VCI area appears nevertheless in Eastern Amhara, and can be of real concern during the planting period in the production zones of North and South Wello.
