- Parties to the South Sudan peace agreement appealed to mediators and the international community to organize a donor conference to fundraise for the implementation of the peace agreement signed in August. According to the Minister of Information, the funds would be used for military quarters for opposition forces, establishment of assembly areas, and provision of food and transport, as well as the clearance of access roads.

The crisis in South Sudan has triggered the displacement of thousands of people in the neighbouring countries of Ethiopia (204 000), Kenya (45 800) and Uganda (147 300). In total, according to UNHCR, over 530 000 people have crossed into those three countries since 15 December 2013.

USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) is responding to humanitarian needs in countries in East and Central Africa (ECA)2 that are experiencing complex emergencies characterized by widespread violence and internal displacement, as well as helping countries to address chronic or recurrent challenges, including acute food insecurity, cyclical drought, floods, disease outbreaks, environmental degradation, rapid population growth, and limited government capacity.

25 July 2014, Nairobi, Kenya. 14 technical experts working at the IGAD Secretariat and its specialized programmes including the Climate Prediction and Applications Centre (ICPAC), the Centre for Pastoral Areas and Livestock Development (ICPALD) and IGAD-Somalia, completes successfully a one week specialised refresher training on Geographic Information Systems (GIS) and remote sensing applications delivered by UNOSAT trainers.

The South Sudan crisis was declared a Level 3 (L3) Humanitarian System-Wide Emergency Response on 11 February, signifying the scale of the crisis and the multi-sector response required to meet needs. Heavy fighting was reported in Upper Nile State’s Malakal town during the week, despite a cessation of hostilities signed on 23 January.

The East African Red Cross and Red Crescent Societies are currently assisting people affected by recent regional developments including insecurity in the transitional areas between Sudan and South Sudan, flooding in Rwanda and Kenya, and the internal and external displacement of people fleeing insecurity in eastern Democratic Republic of the Congo and South/Central Somalia. The following provides an update of humanitarian developments in eastern Africa and the Red Cross/Red Crescent response.
