I. Introduction

  1. The present report is submitted pursuant to paragraph 12 of Security Council resolution 1320 (2000) of 15 September 2000, and provides an update on developments in the peace process since my report dated 2 September 2004 (S/2004/708). The report also describes the deployment and activities of the United Nations Mission in Ethiopia and Eritrea (UNMEE), the current mandate of which expires on 15 March 2005.

NAIROBI, 15 December (IRIN) - Eritrea has called on Ethiopia to abide by the ruling of an independent commission that delineated their disputed border in 2002 and urged the international community to help secure peace and stability in the Horn of Africa.

On 26 November, 200 Ethiopian civilians were repatriated from Eritrea to Ethiopia under the auspices of the ICRC. The group crossed the border at the Mereb river bridge, between the towns of Adi Quala in Eritrea and Rama in Ethiopia. Among those repatriated were eight children and three sick persons returning to their families in Ethiopia.

Acting in its capacity as a neutral and independent intermediary, the ICRC carried out this operation with the cooperation of the authorities.

HIGHLIGHTS

The MACC welcomed a two-person team from the Swedish Rescue Services Agency (SRSA). The Team is visiting the Mission area to conduct a gender analysis exercise of the mine action programmes in Eritrea, including the MACC programme as well as UNDP's Mine Action Capacity Building Programme (MACBP). The team met with several staff members of the UNMEE MACC, conducting questions-&-answer sessions.

The MACC implemented the necessary logistical arrangements and preparations for the arrival of the mechanical component of MECHEM's Integrated Demining Capacity.

The Secretary-General has taken note that on 25 November Ethiopia's Prime Minister Meles Zenawi submitted to Parliament a five-point peace plan with a view to resolving the conflict between Ethiopia and Eritrea. The United Nations is currently studying the plan, and how it could lead to the early and full demarcation of the border.

The Programme Manager has departed on sick leave for three months from mid-November 2004 through mid-February 2005. To cover for this period, the UN Mine Action Service (UNMAS) through UNOPS has deployed a MACC Officer-in-Charge (OIC), Mr. Greg Lindstrom. Mr.
