On behalf of the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea, and in accordance with paragraph 32 of Security Council resolution 2244 (2015), I have the honour to transmit herewith the report on Eritrea of the Monitoring Group on Somalia and Eritrea.

Eritreans have fled the country in large numbers since the 1960s as a result of war, poverty and a lack of freedom. The 30-year long Independence war produced a diaspora of over a million people, mostly based in Sudan, the Middle East, Europe and the US. Significant numbers displaced during this war returned after Independence in 1993 and throughout the remainder of the 1990s.

SANA’A, June 15 – The six-month long uprisings in Yemen has reverted the lives of many African refuges in the country back to a similar hell that forced them from their home countries. Since the dramatic developments in Yemen began, many have lost their jobs and their lives are now at risk.

The total population of refugees in Yemen who are registered with the United Nations High Commission for Refugees (UNHCR) exceeds 200,000. Most have come from Somalia, Ethiopia and Eritrea because of political conflicts in those countries.

Yemen recently received a spot in the limelight thanks to the 'underwear bomber,' a Nigerian national who attempted to blow up a plane bound for the US on Christmas Day and who allegedly received training from Al-Qaeda elements in Yemen. Despite the fact that Yemen has been facing a myriad of challenges for some time now, the country rarely received media attention prior to the failed terrorist attack on the US airliner.

General Situation

Since the fall of the Siad Barre's regime in 1991, Somalia fell in the hands of different militias commanded by powerful warlords, who divided the country along clan lines. Since then, there have been at least 15 attempts to re-establish a national government, the last of which UNHCR Somalia Funding Situation 32,600,000 brought to power Sheik Shariif Ahmed, at the end of January 2009.

In Ethiopia, no new swarms have arrived from northern Somalia since 10 June but there are about a dozen swarms reported in the country. Many of the swarms split into smaller swarmlets and groups that have moved into the Somali region (Shinile and Jijiga zones), Dire Dawa, Oromiya (E. and W. Haraghe zones), Harari, and the central Rift Valley in Afar (zones 3 and 5). A small swarm moved into the northern highlands (North Wello) on 9 June and reached southern Tigray on the 12th. Small groups of adults also arrived in southern Gondar zone in Amhara region on the 14th.
