EU prevention policy puts Eritreans at risk of imprisonment, torture and death

Despite mounting evidence of inhumane treatment faced by Eritreans, both within and outside Eritrea, the EU is doing all it can to prevent them from reaching its shores, says a new report published today by Médecins Sans Frontières/Doctors Without Borders (MSF).

Nearly 830 African migrants from Tripoli and Misurata in Libya who arrived on the Italian Island of Linosa between 26-28 March are today being transferred to Sicily.

The migrants are mostly from Eritrea, Ethiopia, Sudan and Somalia, but there are also some sub-Saharan Africans. This is the first group of migrants fleeing Libya to arrive in Italy since the onset of the Libyan crisis more than a month ago.

IOM staff say 80 women and 12 children are among the passengers. One woman gave birth to a healthy baby assisted by an Italian medical team.

Geneva, 28 February 2011 -- UNHCR High Commissioner for Refugees, António Guterres is expressing his concern for tens of thousands of refugees and other foreigners who may be trapped in Libya.

"There are no planes and boats to evacuate people originating from war-torn or very poor countries," Mr. Guterres said, urging governments to consider the needs of all vulnerable people and not just their own citizens. "Many of these people feel targeted, and afraid and have no resources."

Libya has traditionally been a transit and destination country for refugees.

When meeting this week in Brussels, EU leaders will discuss measures to tackle irregular migration in the Mediterranean, including recent proposals from the European Commission to set up asylum reception and processing centres in Libya.

ECRE is very concerned about any proposal which would allow EU States to evade their obligations to protect refugees by shifting the responsibility to countries with extremely dubious human rights records. These discussions are expected to build on dialogue from the Justice and Home Affairs (JHA) Council meeting of 4/5 June, including in relation to recent proposals from the European Commission contemplating the establishment of asylum and reception processing centres in Libya.

Brussels 3 June 2009 - Justice and Home Affairs Ministers will meet tomorrow in Luxembourg at a time when the Italian authorities are breaching their human rights commitments by deporting migrants to Libya without an assessment of their need for protection.
