1) With seasonal rains ending and as vegetation dries out, locust swarms have formed in Chad and are expected to form shortly in Niger and Mali. Swarms are then expected to migrate towards the north as well as potentially into cropping areas in western/central Mali.

· Unconfirmed estimates indicate that clashes that began on June 6 in Southern Kordofan State between the Sudanese Armed Forces (SAF) and forces loyal to the Sudan People’s Liberation Army (SPLA) have displaced up to 53,000 people, according to the U.N. Humanitarian agencies have provided assistance in accessible areas of the state, but insecurity has constrained aid delivery. Many non-governmental organization (NGO) and U.N. staff have relocated from the area due to ongoing insecurity.

- Thousands of individuals continue to return by road, rail, barge, and plane from northern Sudan to their homelands in Southern Sudan and the Three Areas of Southern Kordofan, Blue Nile, and Abyei. As of December 28, relief agencies had verified the return of 105,334 people in government-organized and spontaneous movements since October 30.

Summary

The Desert Locust (SGR1) activities increased in November in Sudan where ground operations controlled various instar hopper bands and adult groups in more than 6,900 ha in the Northern, the River Nile, Khartoum and Red Sea States. Some adults moved to the northeast of the country and laid eggs while a few crossed the Red Sea and reached northeastern coast of Saudi Arabia on November 30th. Breeding continued in northwestern Mauritania where control operations treated 400 ha.

As of September 6, three non-governmental organizations (NGOs), including USAID/OFDA grantees, had resumed health, nutrition, and water, sanitation, and hygiene (WASH) activities in Kalma internally displaced persons (IDP) camp following a period of access restrictions from late July through August, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). The majority of basic humanitarian services in Kalma have resumed at a reduced level.

- On August 16, humanitarian agencies participating in an assessment gained access to Kalma internally displaced persons (IDP) camp for the first time since fighting commenced in the South Darfur camp during late July. Between July 24 and August 2, armed conflict among Kalma camp residents supportive of the Doha peace negotiations and those opposed, killed approximately 10 people and injured an estimated 25 others, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA).

The Desert Locust (SGR1): SGR situation remained fairly calm in July and only 100 ha were treated in central Algeria. Scattered adults were reported in northern Sudan and Eastern Ethiopia and a similar situation may be present in southern Mauritania, Mali, Niger, eastern Chad, Eritrea, the interior of Yemen as well as along the Indo-Pakistan borders.

BACKGROUND

In 2010, Sudan continues to cope with the effects of conflict, displacement, and insecurity countrywide. Since 2003, a complex emergency in Sudan's western region of Darfur has affected more than 4.7 million people, including nearly 2.7 million internally displaced persons (IDPs). In Darfur, conflict continues among armed opposition factions, the Sudanese Armed Forces, militias, and ethnic groups.

Summary

Desert Locust activities increased in western Mauritania in October. Survey and control teams from the National Locust Control Centre (CNLA) controlled second generation hoppers and adults on some 4,214 ha during this month (close to 4,280 ha have been treated since the current control operations began on September 11). Survey and control operations are in progress in Mauritania and neighboring countries are on the look out.
