In December of this year, UNHCR will mark its 60th birthday. Next year we will celebrate that same anniversary for the 1951 Refugee Convention, as well as the 50th anniversary of the 1961 Convention on the Reduction of Statelessness.

Programme Summary:

The first six months of 2010 were characterized by two major earthquake events in Haiti and Chile that required a massive response effort, leveraging the full range of the Movement's disaster response resources, as well as its global coordination and technical assistance capacities. The response operations both demonstrated IFRC's capacity to scale up quickly through the deployment of a focused and flexible global surge capacity.

In December 2009 Belgium has announced a new 10.6 million euro contribution to the United Nations World Food Programme (WFP), capping a record year in which it donated a total of 26 million euro to help fight hunger worldwide. Belgium's 2009 donation is its largest-ever donation to WFP - more than 50 per cent higher than in 2008, when it contributed 18 million euro.

2008 was a year of major humanitarian challenges. Natural disasters such as Cyclone Nargis in Myanmar, the devastating earthquake in China, flooding in India and Brazil or the hurricanes in the Caribbean once again highlighted the dangers of the unbridled forces of nature. In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

In south- central Soma lia, increased civil insecurity and rampant sea piracy also continue to exacerbate existing food insecurity through displacement, dis ruption of both commercial and humanitarian food imports, and restrictions on food access among already impoverished popula tions.

Chad

- The security situation is relatively calm throughout the country. However, armed robbery and inter-ethnic conflicts continue to be reported in eastern and southern Chad.

- September general food distributions to Sudanese refugees have been completed in 11 out of 12 refugee camps. Distribution is ongoing in the remaining camps of Amnabak. In the south Chad, WFP also completed general food distributions in three out of the four CAR refugee camps.

Highlights

Ethiopia- Failure of the last seasonal rains

The failure of the last seasonal rains has affected cereal and root crops as welll as livestock conditions. As a result, the number of emergency beneficiaries has increased from an estimated 2.2 million in April to 4.6 million in June 2008. The most affected areas are in SNNPR, Oromya ans Somalia regions. Deteriorating situations have also been reported in Afar and Amhara regions. Although the rains have recently improved and humanitarian interventions have been put in place, the emergency has not yet fully beem addressed.
