Humanitarian need remains very high in many humanitarian crisis situations in Africa. Germany has therefore made an additional 8.2 million euros available for humanitarian relief projects run by UN organisations and NGOs in Africa.

In 2011, all eyes were on the Dadaab refugee complex in northern Kenya as it received hundreds of thousands of Somalis fleeing famine and conflict. This year, attention has shifted to the refugee exodus from Syria, even though the majority of Somalis who arrived at Dadaab last year are still there.

The conflict that began in Libya on 17 February 2011 with a popular revolt against Gaddafi’s regime has triggered a mass exodus of the civilian population into neighbouring countries. Hundreds of thousands of people have fled, mainly into Tunisia and Egypt, as a result of attacks by Gaddafi’s forces on civilian populations, the rebellion and NATO bombings. Migrant workers and refugees from Sub-Saharan Africa have been particular targets of violence.

· Unconfirmed estimates indicate that clashes that began on June 6 in Southern Kordofan State between the Sudanese Armed Forces (SAF) and forces loyal to the Sudan People’s Liberation Army (SPLA) have displaced up to 53,000 people, according to the U.N. Humanitarian agencies have provided assistance in accessible areas of the state, but insecurity has constrained aid delivery. Many non-governmental organization (NGO) and U.N. staff have relocated from the area due to ongoing insecurity.

As of December 28, relief agencies had verified the return of 105,334 people in government-organized and spontaneous movements since October 30.

Executive Summary

This report evaluates DFID's Humanitarian Assistance spending during the financial year 2009/10. The report does not include a breakdown of the UK contribution (13%) to the European Commission Humanitarian Office (ECHO) which spent €930 million on Humanitarian assistance during 2009. Excluding ECHO contributions, the report finds that DFID spent £428 million on humanitarian assistance during 2009/10 which was 6.3%% of the DFID programme.

Convention on Cluster Munitions promoted at UN disarmament discussions

A special event on the Convention on Cluster Munitions took place on 19 October 2010 in New York during the UN First Committee on Disarmament and International Security. As of September 6, three non-governmental organizations (NGOs), including USAID/OFDA grantees, had resumed health, nutrition, and water, sanitation, and hygiene (WASH) activities in Kalma internally displaced persons (IDP) camp following a period of access restrictions from late July through August, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). The majority of basic humanitarian services in Kalma have resumed at a reduced level.

- On August 16, humanitarian agencies participating in an assessment gained access to Kalma internally displaced persons (IDP) camp for the first time since fighting commenced in the South Darfur camp during late July. Between July 24 and August 2, armed conflict among Kalma camp residents supportive of the Doha peace negotiations and those opposed, killed approximately 10 people and injured an estimated 25 others, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA).

The Center for Strategic and International Studies (CSIS) and the American Academy of Diplomacy (AAD) cohosted a conference on October 29, 2009, to examine the role of diplomacy in U.S. relations with Africa. Discussions were grounded in the belief that as U.S. interests and engagement in Africa expand, U.S. diplomatic capacities must expand accordingly. The need to effectively manage multiple strands of U.S. investments in security, development, and conflict mitigation and management has become more complex and more important.
