The Global Appeal 2007

Introduction

UNHCR's Global Appeal is published yearly to alert governmental and private sector donors, Executive Committee (ExCom) members and Standing Committee observers, Governments and their Permanent Missions in Geneva, the UN Secretariat, UN agencies, intergovernmental agencies, NGOs, regional organizations and other institutions and interested individuals to the plight of millions of refugees and others of concern to UNHCR.

Consolidated Appeals Process (CAP)

The CAP is much more than an appeal for money. It is an inclusive and coordinated programme cycle of:

a) strategic planning leading to a Common Humanitarian Action Plan (CHAP);
b) resource mobilisation (leading to a Consolidated Appeal or a Flash Appeal);
c) coordinated programme implementation;
d) joint monitoring and evaluation;
e) revision, if necessary; and
f) reporting on results.

The CHAP is a strategic plan for humanitarian response in a given country or region and includes the following elements:

(a) Humanitarian operations in the region affected by the earthquake and subsequent tsunami on 26 December, 2004, have entered the recovery and reconstruction phase as WFP continues to assist more than 1.345 million people across the region.

(b) With bottlenecks hampering the distribution of aid and causing unrest, Sri Lanka's President has ordered administrators to deliver entitlements to at least 70 per cent of people affected by the tsunami by February 7.

The Safe Play Area Programme - War Child is working in co-operation with KFOR, other NGOs and local people to create safe play areas for children throughout Kosovo. Many sports facilities and playgrounds lie in ruins after the recent conflict, covered in rubble and rubbish and often contaminated with landmines and unexploded ordinance.

Activities Suspended in Regroupment Camps in Burundi: Doctors Without Borders/Médecins Sans Frontières (MSF) has suspended its intervention in the regroupment camps in the rural province of Bujumbura, Burundi. Following the increased insecurity in and around Bujumbura, the population of the province has been regrouped into some 50 camps around the capital. Approximately 300,000 people - nearly two thirds of the population of the province - are living in these camps.
