Food security remains an important development issue for Africa, with many countries facing high food costs and periodic food shortages due to climate change, humanitarian crises, conflict, displaced populations, poor agricultural practices and a high dependency on imported food stuffs. For this reason, food security remains a top priority on the continent’s development agenda, as outlined in the quarterly Africa Food Security Brief published recently by the Chief Economist Complex of the African Development Bank.

Summary

From January to the end of September 2010, CERF has allocated over $372 million, more than the historical annual average of $355 million. During the third quarter of 2010, CERF allocated $90 million. Given funding levels of previous years, CERF disbursements for 2010 will likely pass the $400 million mark by the end of the year.

The second round of underfunded allocations for 2010 has been completed.

General Context

No new emergencies of significance have reported this week but the ongoing chronic crises continue. The trend of meningitis in Burkina Faso has become alarming after two consecutive years of decrease. Protracted crises in Eastern DRC as well as several disease outbreaks are still ongoing. Member states are receiving support from WHO for response mainly through the Health Clusters.

Thirty-one food insecure nations need emergency assistance

Rome, 10 November 2009 - Food prices in poor countries that are net importers of food still remain stubbornly high despite a good 2009 world cereal production, FAO warned today in its latest Crop Prospects and Food Situation report.

The report was published ahead of the Rome World Summit on Food Security to be held in Rome on November 16-18.

Critical food insecurity is affecting 31 countries and they therefore require emergency assistance.

Summary of key findings

- Total spend in 2007/8 was =A3205m, a decline from =A3236m in 2006/7. However using adjusted figures the amount is broadly similar for both years. Both these years' spend was less than the exceptional 2005/6, when it peaked at =A3264m.

- Year on year trend: there has been a 10-15 % decline since the peak spend in 2005/6 of =A3264m.

- The top five recipient countries of DFID humanitarian aid are Sudan, DRC, Zimbabwe, Uganda and Somalia.

  • After dry conditions across parts of the Sahel, a week of heavy rains causes scattered flooding from Ethiopia to Senegal. Localized damage to crops and infrastructure is likely in many areas.

    - Dry conditions remain a concern in several areas, despite the week of excessive rainfall. Lake Volta remains below normal as areas upstream continue to face moisture deficits.

    1) Long term dryness in eastern Kenya is the result of the poor March to May rainy season.

  • Dryness throughout much of western Burkina Faso is leading to poor agricultural conditions and low water levels in Lake Volta, though recent rainfall has increased moisture throughout much of the region.

    - Flooding has been reported in parts of eastern Sudan due to localized heavy rainfall during the past two weeks. Rains may be locally heavy during the next week.

    1) Severe drought remains over eastern Kenya as a result of the failure of the March - May wet season.

    - Much of southern Ethiopia is experiencing above normal moisture conditions due to abundant seasonal rainfall.

    1) Severe drought remains over eastern Kenya as a result of the failure of the March - May wet season. Precipitation normally returns to the area in October.

    2) Dryness continues in much of western Burkina Faso as well as adjacent portions of northern Cote d'Ivoire and western Mali.

Situation in Ethiopia

Given reports of continuing food stress, the outcome of the current rainy season is especially important this year. The early dry spell this year may postpone harvests and extend the current hunger season. However, rains appear to be returning to the area and we will continue to monitor the situation with respect to pasture viability and crop availability.
