Introduction

Somalia has suffered extreme weather conditions (such as drought and floods) and conflict for decades. As a result, 2.6 million Somalis are internally displaced and 5 million are in need of food. In 2018, the EU has allocated €89 million to help those most in need. The delivery of cash assistance has proved to be an effective and dignified way of providing assistance to vulnerable people.

Additional humanitarian assistance of €60 million will help scale up the response in the three countries worst affected by drought in the Horn of Africa.

The European Commission has announced additional humanitarian assistance of €60 million to help people in Somalia, Ethiopia and Kenya, who have been facing critical levels of food insecurity due to severe drought.

  • The successive failure of the 2016 rainy seasons across parts of the Horn of Africa region has led to devastating drought. In February 2017, a pre-famine alert was issued for Somalia. The UN has called for the immediate scale-up of assistance to avert a catastrophe similar to the 2011-12 famine when up to 260 000 Somalis died.

  • Somalia is ranked first in the 2016 fragile states index. According to the UN, out of 12 million inhabitants, more than half are food insecure and in need of humanitarian assistance. 363 000 children are acutely undernourished and 1.1 million Somalis are internally displaced, under constant threat of insecurity and armed conflict.

  • Recent floods in Somalia's central Hiran region bordering Ethiopia has caused displacement and created urgent humanitarian needs. At least 70 000 people have been displaced around the town of Beletweyne alone.
  • The community-led early warning system worked well with only three reported deaths in Beletweyne so far. However, the town centre is completely flooded, including a hospital, schools and other infrastructure.

The regional spill-over of the conflict situation in Yemen has been affecting Djibouti and Somalia resulting in an influx of refugees and returnees into both countries. Both in Djibouti and Somalia, local capacities are stretched to the limits.
