This is one of five Country Case Study Reports that are mandated as a contributing part of the Global Evaluation of ERFs, which is taking place in the latter half of 2012. This case study report reflects the findings arising from a 10 person day mission to Afghanistan by a staff of two, one from Universalia and one from OCHA’s Evaluation and Guidance Section (EGS). Details of the mission can be found in Appendices I and II.
In 2010 the European Union (27 Member States and the European Commission) maintained and strenghtened its long-term commitment to relieve the suffering of the victims of man-made and natural disasters, and kept its position the world’s leading donor of humanitarian aid. Of the €9.8 billion of humanitarian assistance provided worldwide in 2010, some 41% was delivered by the EU.
The WFP Aviation Service had a busy and challenging year in 2010 responding to emergencies in Haiti, Kyrgyzstan, Pakistan and Niger, in addition to providing year-round air services for the humanitarian community in 13 countries affected by war and poverty. WFP Aviation is the world’s leading air service when it comes to saving lives. It is unlike any other airline: 80 percent of the 240 destinations served by WFP Aviation are in places which commercial airlines consider no-fly zones.
UNICEF launches USD 1.4 billion appeal in response to most extreme crises
GENEVA, 7 March 2011 - UNICEF released the Humanitarian Action for Children Report (HAC) 2011 today, requesting $1.4 billion in its annual appeal to donors to assist children and women caught in the throes of crises.

Strengthening of the coordination of emergency humanitarian assistance of the United Nations
The present report covers activities from 1 July 2009 to 30 June 2010. Within this period, the Emergency Relief Coordinator allocated $448.3 million from the Central Emergency Response Fund to implement life-saving activities in 52 countries and territories. Funding was provided to 15 humanitarian agencies, many of which carried out their programmes in conjunction with non-governmental partners.
The practice of non-governmental organisations (NGOs) participating in the leadership and management of country level clusters is occurring more frequently in recent years. In several situations, cluster leads are approaching NGOs to take on roles in the cluster, such as coleadership. This review draws on the experiences of NGOs in cluster leadership and management in the four focus countries of the NGOs and Humanitarian Reform Project: Afghanistan, Ethiopia, Democratic Republic of Congo (DRC) and Zimbabwe.
WFP UNHAS plans to transport 323,000 passengers and 10,700 metric tons of cargo in 44,400 flight hours using 58 aircraft in 2010. The overall budget for implementation of the Special Operations is US$ 138.1 million. Wherever possible, WFP shall pursue existing cost-recovery schemes with expected income of US$ 31 million.
To save lives during emergencies, time is of essence. Air transport is the fastest way to get aid workers, food and non-food relief materials, medicines and medical equipments to an emergency hot spot where lives and livelihoods have been compromised. The challenge is even more when such emergencies run into years of humanitarian intervention as experiences have shown from Sudan to Afghanistan and from Somalia to Democratic Republic of Congo.
(New York: 18 January 2010): The United Nations Emergency Relief Coordinator, John Holmes, today allocated some US$100 million to boost humanitarian response in 14 neglected emergencies around the world, where people are suffering the effects of hunger, malnutrition, disease and conflict.
The funds were made available today from the Central Emergency Response Fund (CERF).

While there are at least four distinct thematic areas addressed by articles in Field Exchange 37, there is arguably one cross-cutting issue - namely the tendency towards fragmentation and lack of coordination within the emergency nutrition sector. We will return to this later. This issue of Field Exchange carries a number of research summaries related to the role of data and indicators in emergencies.
Today, a record one billion people - mostly women and children - go to bed hungry each night. Hunger is on the march, with the food, fuel and financial crises making hunger the Millennium Development Goal most threatened.
WFP's mission of reaching the hungry is more important than ever, and we depend on the support of more than 100 nations. Germany has always been a key donor, and in this year of crises for the world's most vulnerable, it has provided a record contribution to fight hunger.

Air Operation Highlights
- In July, WFP UNHAS transported 27,455 passengers and 766 metric tons of cargo with 55-chartered aircraft. The number of passengers slightly dropped by 7 percent compared to the previous month.
Each week, the World Health Organization Health Action in Crises in Geneva produces information highlights on critical health-related activities in countries where there are humanitarian crises. Drawing on the various WHO programmes, contributions cover activities from field and country offices and the support provided by WHO regional offices and headquarters. The mandate of the WHO departments specifically concerned with Emergency and Humanitarian Action in Crises is to increase the effectiveness of the WHO contribution to crisis preparedness and response, transition and recovery.
