2. L'année 2009 marque le dixième anniversaire de l'inclusion de la protection des civils en période de conflit armé parmi les questions thématiques examinées par le Conseil de sécurité. Comme souvent, en tel cas, il y a de quoi se réjouir mais on peut aussi revoir d'un oeil critique les progrès réalisés.

This third annual Last in Line, Last in School report examines recent trends in donor support for education for children living in conflict-affected fragile states (CAFS) and those caught up in emergencies. Its broad conclusion is that, although donors have increased their focus on meeting the education needs of children in these countries and situations, there is still a long way to go.
The number of people who have been displaced within their own countries as a result of armed conflict now stands at approximately 26 million. UNHCR, with its long record of protecting and assisting the displaced, is well positioned to support national and international responses towards internally displaced persons (IDPs). As of 2008, the Office was active in some 28 IDP operations involving approximately 14 million people.

U.S. strategies in Afghanistan and Pakistan, continuing support for Iraq, and Middle East peace efforts figured highly in debate Thursday in a key House of Representatives committee. Debate on these issues occurred as the House Appropriations Committee approved the 2009 Supplemental Bill funding ongoing U.S. military operations in Iraq and Afghanistan, and supporting economic and other needs in Pakistan:

Executive Board concludes meeting in Rome
Rome, 30 April 2009 - Poverty eradication efforts in nine developing countries received a boost this week when the IFAD Executive Board approved more than $131.57 million in loans and $63.62 million in grants.
WFP is deeply concerned that the scourge of hunger and malnutrition is on the increase across the developing world, with now over a billion hungry people on the planet. The global economic downturn is exacerbating the impact of the food crisis and increasing food insecurity for the world's most vulnerable people, reversing progress toward the Millennium Development Goals.
