Foreword

In 2010 the European Union (27 Member States and the European Commission) maintained and strenghtened its long-term commitment to relieve the suffering of the victims of man-made and natural disasters, and kept its position the world’s leading donor of humanitarian aid. Of the €9.8 billion of humanitarian assistance provided worldwide in 2010, some 41% was delivered by the EU.

The WFP Aviation Service had a busy and challenging year in 2010 responding to emergencies in Haiti, Kyrgyzstan, Pakistan and Niger, in addition to providing year-round air services for the humanitarian community in 13 countries affected by war and poverty. WFP Aviation is the world’s leading air service when it comes to saving lives. It is unlike any other airline: 80 percent of the 240 destinations served by WFP Aviation are in places which commercial airlines consider no-fly zones.

The Directorate General for Humanitarian Aid and Civil Protection (DG ECHO) is responsible for formulating EU humanitarian aid policy and for funding humanitarian aid - including food aid - to victims of conflicts or disasters, both natural and man-made, in non EU countries.

WFP UNHAS plans to transport 323,000 passengers and 10,700 metric tons of cargo in 44,400 flight hours using 58 aircraft in 2010. The overall budget for implementation of the Special Operations is US$ 138.1 million. Wherever possible, WFP shall pursue existing cost-recovery schemes with expected income of US$ 31 million.

Dear Friend of IMC,

In the 23 years since International Medical Corps first began its work to ease human suffering, we have witnessed both the heartbreak of tragedy and the resilience of the human spirit. 2006 was no exception.

Ongoing drought beset the Horn of Africa. Indonesia and Sri Lanka struggled to recover from the tsunami of late 2004. Conflict gripped Darfur, Northern Uganda, and Afghanistan, while in Azerbaijan thousands remained displaced years after their country's ceasefire with neighboring Armenia.

Highlights

Latest information indicates a slightly larger global cereal output in 2001, of 1 870 million tonnes (including rice in milled terms). However, even at this level, production would still be less than the anticipated utilization requirements in 2001/02, leading to a significant draw-down of cereal stocks.

While Afghanistan currently faces a grave food supply situation, food emergencies persist in many other countries (see box on page 6).
