Foreword: A year of challenges

It is my pleasure to present to you the 2008 Annual Report for the United Nations Central Emergency Response Fund (CERF).

For the millions of people affected by natural disasters and conflict worldwide, 2008 was a year of enormous challenges. More than 211 million people were affected by natural disasters, with more than 238,000 killed and US$200 billion in damages, making 2008 one of the most devastating years in terms of human and material losses.

Highlights

High food prices persist in developing countries despite an improved global cereal supply situation and sharp decline in international prices. This is affecting access to food of large numbers of low-income vulnerable populations.

A recent analysis of domestic food prices for 58 developing countries shows that latest prices are higher than a year earlier in 78 percent of the cases, and in 43 percent of the cases are higher than 3 months earlier. Mostly affected are sub-Saharan African countries.

Brussels, 30 March 2009 - Today the European Commission adopted a € 314 million package of projects to support agriculture and improve the food security situation in 23 developing countries across the globe. This is the first financing decision in the framework of the € 1 billion Food Facility which was adopted at the end of last year as a response to the growing food security problems faced by many developing countries.

Highlights

Early indications point to a reduction in global cereal output in 2009 from the previous year's record. Smaller plantings and/or adverse weather look likely to bring grain production down in most of the world's major producers.

In Low-Income Food-Deficit countries, prospects for the early 2009 cereal crops point to a lower output. Good crops are expected in North Africa.

Highlights of a new FAO report

- As the year draws to a close, FAO's latest estimates confirm that a new record high level of global cereal production was achieved in 2008, sufficient to cover the expected increase in utilization in 2008/09 and also allow for a moderate replenishment of world reserves.

- Most of the increase in production this year has been among the developed countries, with that in the developing countries rising just marginally.

Afghanistan

- As part of July GoA/UN joint appeal intervention, WFP is implementing projects on high food price mitigation targeting 6,500 vulnerable people through food for work activities in the eastern region; plans are underway to begin similar activities in most parts of the country.

Chad

- WFP continues to provide monthly food rations of 2,147 Kcal per person per day to some 4,500 people infected and/or affected by HIV/AIDS in Moundou, southern Chad.

CERF GIVES OVER $1 BILLION TO HELP THE MOST VULNERABLE PEOPLE WORLDWIDE

The Central Emergency Response Fund (CERF) has now allocated more than one billion dollars for humanitarian aid around the world since it was launched in March 2006. An allocation on 13 October 2008 of $202,714 for nutrition and supplementary feeding for women and children in Tajikistan, which is suffering from chronic food insecurity made worse by a poor harvest and soaring food prices, took the total allocations beyond the one billion dollar level.

HIGHLIGHTS

- World cereal production in 2008 is forecast to increase 4.9 percent to a record 2 232 million tonnes, considerably up from earlier predictions after better than expected results from the major harvests gathered in the past two months.

- Based on the latest production forecast, a significant improvement in the global supply and demand balance for cereals in the 2008/09 season can be expected.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
