CONTEXTUAL ANALYSIS AND DRIVERS OF DISPLACEMENT

The majority of the recorded population were displaced during 2017 with 599 sites reportedly opening in 2017 (DTM Rounds 3-8). In terms of overall cause of displacement, conflict was reported as the primary driver (1,472,209 IDPs), followed by displacement due to climate induced factors (531,001 IDPs). This trend is consistent over time, with conflict constantly being the primary cause of displacement across the country (see figure 1).

In October, a total of 29,558 movements were observed at Flow Monitoring Points. This represents a slight increase in comparison with September when 26,112 movements were observed. The great majority of flows identified (64%) were incoming against 36% outgoing. Like for previous months, Harirad Flow Monitoring Point (Awdal region at the border with Ethiopia) recorded the highest levels of incoming flows, while Bossaso continued to record the highest number of outgoing flows. Migrants identified were mostly Somali (63%), Ethiopian (30%), and Djibutian (7%).

The reopening of the border crossing points between Eritrea and Ethiopia has resulted in a significant increase in the number of new arrivals from Eritrea. A total of 13,965 new arrivals were transferred from the border to Endabaguna Reception and Registration Center. 10,067 of whom were relocated from Endabaguna to Adi Harush, Mai Aini and Hitsats camps.

Despite the benefit of recent Belg rains, recovery of livelihoods will not be spontaneous, nor can it be expected without concerted assistance. Belg rainfall did not cover all regions equally. In the low plains of Afar and Somali Regions, rain has been resulting in floods and damage to irrigation infrastructure and cropland. Some pockets in Afar, Amhara and Tigray reported low or no crop yield.
