IOM Land and Barge Return Operations Recommence to South Sudan in December

On 1 December, IOM restarted its land and barge return operations as part of the Joint Organized Return Plan operations for the 2007 return season. In December IOM completed four land and one barge movement returning a total of 199 Heads of Household comprising 745 individuals to Upper Nile, South Kordofan and Unity States.

Since Colonialism in Africa, the State (Ethiopia) has struggled for the liberty of all Africa as reflected in its role in the establishment of the OAU, whose principal purpose was eradication of colonialism. However, the international actions of the State were not matched by similar moves for the domestic protection of human and peoples' rights. For the most part, individual and collective rights in Ethiopia were neglected. Human rights violations were almost the norm. That is now past.

In the Ethiopian capital of Addis Ababa, 232 families with orphaned children were provided food baskets, just in time for Eid-ul-Fitr. This project was completed in cooperation with American Relief Agency for the Horn of Africa (ARAHA).


In the Gaza Strip, where things continue to go from bad to worse in one of the world's most densely populated areas, LIFE was able to provide food baskets to 500 families.

United Nations officials are increasingly concerned about food security in Ethiopia's impoverished Somali region where conflict between Government forces and the Ogaden National Liberation Front has intensified this year.

Over 162,000 Quintals of Food Aid Dispatched to Somali Region

A total of 162,075.84 quintals of food aid was dispatched to assist the needy in Somali Region during the month of December.

According to a report from Logistics Administration and Transport Co-ordination Department, out of a total of 232,582 quintals of food allocated for the region, 162,075.84 had already been transported from Dire Dawa Central warehouse of the DPPA to be distributed among the needy.

The food aid had been sent to Degehabour, Fik, Gode, Korahe and warder zones of Somali Region.

Recurrent drought following several poor rainy seasons has led to food insecurity and widespread malnutrition in the countries of the Horn of Africa region (Eritrea, Ethiopia, Djibouti, Kenya, Somalia and Sudan). The public health and food security situation is poor. Poor nutrition, a rising number of people living with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS) and increasing incidence of other infectious diseases all contribute to high levels of morbidity and mortality in the subregion.

Pledges and contributions

The Office for the Coordination of Humanitarian Affairs (OCHA) is pleased to acknowledge the receipt of a new contribution (as of 30 November) made by Chile ($30,000). Meanwhile, Italy pledged an additional $1,393,592 for 2007. OCHA encourages all Member States to turn their pledges into contributions as soon as possible.

Training workshops

During 2007, the CERF Secretariat organized several training workshops in Bangkok, Dakar, Geneva, Nairobi, New York, Panama City, and Rome to improve the use of the Fund.

Humanitarian Overview/context

The DPPA-led multi agency seasonal assessment reported that higher food deficits are anticipated in cropping areas compared to the pastoral areas due to poor performance of deyr rains.

The assessment also indicates that in areas where the rains have been poor, pastoralists have migrated to cope with water and pasture shortages.

Ongoing restrictions on trade and movement, poor deyr (October to November) rains, locust infestations and limited humanitarian access to Warder, Korahe, Fik, Degehabur and Gode Zones have led to extreme levels of food insecurity (Figure 1). Unless humanitarian access and restrictions on trade and movement improve significantly, they could cause a humanitarian crisis among pastoral and agropastoral populations living in these areas as the dry season progresses.
