Our Message

While there is room for disagreement about migration policy, the humanitarian imperative means that we must never needlessly sacrifice the survival and dignity of any vulnerable people, including migrants.

Geneva – IOM, the UN Migration Agency, reports that 42,845 migrants and refugees entered Europe by sea in 2018 through 24 June, with just over 38 per cent arriving in Italy and the remainder divided almost evenly between Greece (30%) and Spain (31%). This compares with 85,751 arrivals across the region through the same period last year, and 215,997 in 2016.

A few days ago, we celebrated the centenary year of Nelson Mandela’s birth. We spoke of his example; his fortitude, his suffering and compassion, while recalling also the declaration that he and my predecessor Mary Robinson signed in 2000 on diversity and tolerance.

Overview

Between 1 January and 30 November 2017, 117,042 persons arrived in Italy by sea.
This is a 32% decrease compared to sea arrivals in the same period last year (173,008). In November 2017, 5,645 persons reached Italy by sea, compared to 13,581 registered at landing points in November 2016. Sea arrivals in November were slightly lower than in the previous month, when almost 6,000 persons reached Italian shores.

Overview

Between 1 January and 31 October 2017, 111,397 persons arrived in Italy by sea. This is a 30% decrease compared to sea arrivals in the same period last year (159,427).
Disembarkations slowed as of mid-July 2017, with monthly arrival numbers being significantly lower since, compared to 2016. In October 2017, 5,979 persons reached Italy by sea, compared to 27,384 registered at landing points in October 2016.

Between 1 January and 30 September 2017, 105,418 persons arrived in Italy by sea. This is a 20% decrease compared to sea arrivals in the same period last year (132,043). Disembarkations slowed as of mid-July 2017. Arrival numbers have consequently been significantly lower in July, August, and September this year, compared to 2016.

The movement of refugees and migrants across the Sahara and the central Mediterranean Sea towards Europe continues to have a devastating toll on human life. Between January and August 2017, an estimated 2,270 refugees and migrants died at sea in the central Mediterranean. It is estimated that many others died on their way across the desert and in detention centres.

Young migrants and refugees set out to escape harm or secure better futures – and face staggering risks in the process. For 17-year old Mohammad, who traveled through Libya to seek asylum in Italy, violence and persecution back home meant the choice was clear: “We risked our lives to come here,” he says, “we crossed a sea. We knew it is not safe, so we sacrificed. We do it, or we die.”
