ECW Annual Results Report: Over 650,000 Children Reached in the Fund’s First Year of Operations

New York, 6 July 2018 – The just-released ECW annual results report shows ECW’s investments have reached more than 650,000 children and youth affected by conflict and natural disasters during the Fund’s first year of operations from April 2017 to March 2018. In total ECW invested US$82 million in 14 crisis-affected countries.

Description of the disaster

On 8 September 2017, rainfall attributed to the Kiremt rains began falling in Ethiopia, leading to extensive flooding. The Ambeira zone in Afar region, as well as special zones surrounding Addis Ababa (the capital), Jima, South-east Shewa, and South-west Shewa in the Oromia region were worst affected by the rains and flooding. It was estimated that a total of 18,628 households (HHs) or (93,140 people) where affected, of which 7,270 HHs (36,350 people) had been displaced.

A global fund that provides rapid humanitarian aid for overlooked crises, is marking the second anniversary of the World Humanitarian Summit by sharing the impact of its 4th year, through its new annual report released today.

The Start Fund fills a critical gap in humanitarian financing. It pools funding from donors for immediate release for underfunded small to medium scale crises, spikes in chronic humanitarian crises, and to act in anticipation of impending crises.

Description of the disaster

It is estimated that a total of 18,628 households (HHs) (93,140 people) have been affected from their homes, of which 7,270 HHs (36,350 people) have been displaced.

Ethiopia was hit by one of the worst drought for the first time in history in 2015. The seasonal assessments that followed the occurrence of the drought were able to identify the needs in the various sectors including the precarious protection situation of vulnerable groups including women and children, persons with disabilities, the elderly, internally displaced persons etc. The various requirements including protection needs were subsequently highlighted in the 2016 Humanitarian Requirements Document.

1. SITUATION OVERVIEW AND RATIONAL FOR EDUCATION IN EMERGENCY RESPONSE STRATEGY

According to Central Statistics Authority, the total population of Ethiopia is estimated at about 92 million in 2016. Ethiopia has recorded one of the fastest growing economies (at an average of 10.5%) in the SubSaharan Africa in the last 10 years. However, it ranks 174 of 188 countries on the 2015 Human Development Index implying a long way to go.

Description of the disaster

Heavy rains and corresponding flash floods as a result of the El Niño phenomenon and the regular Belg rains (March – May) occurred in the Eastern and Southern parts of Ethiopia in April 2016. The Belg rains, though late in onset, were heavier than usual both in terms of intensity and geographic coverage. The first reports of flash floods and subsequent displacements of communities, especially in Somali region, was reported and responded to from 7 April.

Here we are again. Famine is back. Drought in Somalia, Ethiopia and Kenya, and the Disasters Emergency Committee has launched an appeal for east Africa. We are being reminded there is one last chance to stop utter devastation in South Sudan. More and more horror reveals itself as areas are taken back from Boko Haram by the Nigerian army.

Outside Africa, across the Gulf of Aden, we are seeing the little bodies of children wasting away in Yemen.
