It is an honour to be called to this mandate, to assist States to uphold the human rights of their people, in this year in which we celebrate the 70th anniversary of the Universal Declaration of Human Rights.
This report provides United Nations Security Council (UNSC) members with an overview of the numbers of people in acute need of emergency food, nutrition and livelihood assistance in 22 countries/territories affected by conflict. It analyses the factors driving food insecurity and examines if those factors are a consequence of conflict and/or if they are driving further tension.

ADMINISTRATOR GREEN: Good morning, everyone. Thank you, Dan, for that kind introduction and thanks to all of you for being here to help mark this very important occasion.
This report compares current humanitarian crises based on their level of humanitarian access. Affected populations in more than 40 countries are not getting proper humanitarian assistance due to access constraints. Out of 44 countries included in the report, nearly half of them are currently facing critical humanitarian access constraints, with four countries (Eritrea, Syria, Venezuela, and Yemen) being considered as inaccessible. Moderate humanitarian access constraints are an issue in eight countries, and 15 face low humanitarian access constraints.

This Annual Report highlights the impact of the Joint UNDP-DPA Programme on Building National Capacities for Conflict Prevention. In 2017, the Joint Programme provided support to more than 60 countries, including through the deployment of Peace and Development Advisors. Peace and Development Advisors are at the forefront of the Programme’s efforts, they support the UN system to effectively adapt and respond to complex political situations and identify areas for preventive action.

Humanitarian access has deteriorated in seven countries over the past six months, according to the Humanitarian Access Overview report released today by ACAPS.
Out of the 37 countries included in the report, nearly half of them (18) are currently facing high humanitarian access constraints. Moderate humanitarian access constraints are an issue in nine countries and ten present low humanitarian access constraints.
On 26 February 2017, the Council adopted conclusions on EU priorities at United Nations human rights fora in 2018.
2017 saw a host of new and quickly deepening humanitarian crises from Southeast Asia to Africa. But behind this rising tide of forced displacement was an isolationist and xenophobic political backdrop that could render 2018 even worse, especially given the lack of diplomatic leverage and leadership required to resolve intractable conflicts.

On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

A year ago, States gathered in New York to reaffirm the fundamental values of solidarity and protection for people forced into exile.
They agreed to share responsibility for embedding them in practical action.
And they decided to address and resolve refugee flows through a new model that places the rights, interests and potential of refugees and of their hosts at the heart of a comprehensive response.

Realising this ambition has never been more urgent.
Our methodology uses 9 indicators, grouped under 3 categories:
Access of humanitarian actors to affected population
Access of people in need to humanitarian aid
Security and physical constraints Each category is measured through proxy indicators, such as violence against personnel, denial of needs, or active hostilities.
Data is collected at the country level and may therefore not show disparities between sub-regions.
