The European Commission has today approved a package of 11 new actions under the EU Trust Fund for Africa to improve stability and address the root causes of irregular migration and forced displacement in the Horn of Africa region.

The European Union and Africa enjoy a long-standing and comprehensive partnership, which has deepened and diversified over decades and in particular since the first Africa-EU Summit in 2000. The Valletta Summit in November 2015 complemented already existing processes with African Countries, focusing on different aspects of migration.

The European Union is today announcing a contribution of €125 million to finance emergency actions in countries affected by the extreme weather phenomenon ‘El Niño’ in Africa, the Caribbean, Central and South America.

Background

More than 12 million people are affected by the Horn of Africa's worst drought in 60 years (according to a United Nations estimate). Two consecutive rainy seasons have failed, leading to a 25% drop in rainfall in rural areas in Somalia, Northern and Eastern Kenya, Southern and Eastern Ethiopia and Djibouti. As a result harvests have failed, livestock mortality has soared, and food and water have become extremely expensive and difficult for most people to get hold of.

Today, the European Commission adopted a € 20 million humanitarian financial package to support 12 million people affected by drought in Djibouti, Eritrea, Ethiopia, Kenya, Somalia and Uganda. This funding will help efforts to develop the populations' resilience to drought and adapt to climate change.

Commissioner Georgieva stated: "Drought is by far the main cause of natural disasters in the Greater Horn of Africa. Worryingly, the effect of climate change is felt more dramatically in this region.

What is resettlement and why is it needed?

A large majority of refugees worldwide find themselves in places far away from the EU. They are to be found in countries neighbouring, or in the same region, as their country of origin, in Africa, Asia and the Middle East. By the end of 2008, developing countries hosted 8.4 million refugees, 80 per cent of the global refugee population, with Pakistan alone hosting 1.8 million refugees and Syria 1.1 million. As host countries are often developing ones, with limited resources, they cannot integrate large numbers of refugees.

OVERALL GOOD MAIZE AND SORGHUM YIELD PROSPECTS

In general the climatic conditions in August continued to be favorable for maize and sorghum development for most of the countries in Eastern Africa. The main climatic concern during this crop season was the negative impact of flash floods on food security, mainly in Ethiopia.

Heavy rains continued to fall during this month in the Western part of Ethiopia (Fig. 2, Page 2).

OVERALL GOOD MAIZE YIELD PROSPECTS

In general the climatic conditions continued in July to be favorable to maize development for most of the countries in Eastern Africa. Despite the delay in maize plating of 3 dekads noticed in the Amahara region of Ethiopia the climatic conditions have been very favorable to maize from planting until now. NDVI difference is positive when compared with the previous year in Amahara (Fig. 4, page 3).

Heavy rains fell during this month, mainly in the Western part of Ethiopia (Fig. 2, Page 2).
