NAIROBI (AlertNet) – East Africa, still battling a hunger crisis, should be prepared for another dry spell and further food insecurity due to the persistence of La Niña weather conditions that last year brought severe drought to the region, weather forecasters have warned.

“La Niña conditions are expected to persist until March to May 2012,” the World Meteorological Office said on its website on Sunday.

African countries are set to adopt a ground-breaking convention providing rights to millions of people forced to flee their homes because of conflict.

Africa has some 12 million internally displaced people (IDPs) who have been uprooted within their own country. Unlike refugees - people who have fled to another country - IDPs benefit from little or no protection.

The convention, the brainchild of the African Union, will for the first time provide them with similar rights to refugees, according to a draft seen by AlertNet.

LONDON (AlertNet) - Twenty years of efforts against drought and famine in the Horn of Africa have failed to create a comprehensive and fully credible disaster preparedness and response system for the region, a United Nations report has admitted, while crisis appeals for 2001 are not being met.

Calling for the development of a fully coordinated regional response, the report from the UN World Food Programme (WFP) was submitted to the Humanitarian Segment of the annual UN Economic and Social Council (ECOSOC) session, which this year took place in Geneva.
