CERF announces new findings in latest Results Report

A new Results Report takes stock of how a US$439 million humanitarian investment from more than 50 donors delivered life-saving assistance to over 22 million people facing the consequences of natural disasters and conflict around the world.

CENTRAL AFRICAN REPUBLIC
FRESH FIGHTING DISPLACES 5,000 IN BATANGAFO

Clashes between armed groups on 7 -9 November near the northern Batangafotown forced around 5,000 people to flee towards the town. The latest violence raised to 36,000 the number of displaced people in the area. Food and basic household items are the urgent needs of the newly displaced. The country has witnessed a surge in violence over the past year, with fresh hotspots and recurrent clashes erupting in several regions.

  • A “National Integrated Food-Cash Relief Plan” was released on 5 October in an effort to streamline the ongoing humanitarian response in line with the new approach to food/cash relief assistance.

  • The Government and partners are developing an ‘HRD Status Update’, highlighting all outstanding 2017 HRD MYR requirements against revised sector requirements to address new needs since August.

CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.

This is the first consolidated presentation of the reported results of CERF funding, covering a full year of CERF allocations. As such, it serves as a pilot and will inform future CERF results reporting. This report was compiled on the basis of information provided by Resident Coordinators/Humanitarian Coordinators (RC/ HCs) and Humanitarian Country Teams (HCTs) in 66 consolidated reports covering the results of more than 450 CERF-funded projects.

In 2016, CERF allocated US$ 295 million – approximately 67 per cent of annual global allocations – to support life-saving humanitarian activities across Africa. Over $166 million was allocated through CERF’s Rapid Response window to kick-start humanitarian operations in response to new or rapidly deteriorating emergencies, while nearly $129 million was allocated through CERF’s Underfunded Emergencies window to help underfunded and neglected emergencies.

Although the El Niño weather event has passed its impact continues to be felt in the region: food insecurity doubled from 12 million in August 2015 to 23.4 million today. Humanitarian partners are targeting 1.25 million children under five for severe acute malnutrition (SAM) this year, of which nearly 83 per cent are from Ethiopia, South Sudan, Sudan and Somalia. Violence and rising food insecurity in South Sudan and Burundi have displaced nearly 290,000 people (205,541 refugees and 84,459 internally displaced) in the last 3 months alone.
