It is an honour to be called to this mandate, to assist States to uphold the human rights of their people, in this year in which we celebrate the 70th anniversary of the Universal Declaration of Human Rights.
I am honoured to address this first session of the Council's second decade.
After two years as High Commissioner, I believe it is important for me to share with you in this oral update our concern over an emerging pattern: the growing refusal on the part of an increasing number of Member States to grant OHCHR, or the human rights mechanisms, access – either to countries generally, or to specific regions, when that access is requested explicitly, or in other instances to engage with us.
Several sources estimate that about 500 migrants and asylum seekers may have lost their lives this week in the Mediterranean Sea in an unknown location between Libya and Italy. The vast majority of these people were nationals from Eritrea, Ethiopia and Somalia.
GENEVA (2 March 2010) - The UN High Commissioner for Human Rights Navi Pillay on Tuesday called on the Egyptian government to immediately order its security forces to stop using "lethal force" against unarmed migrants trying to enter Israel via the Sinai Desert, after the latest in a series of some 60 fatal shootings over the past two and a half years.

WORLD WATER DAY
On the occasion of World Water Day (22 March), the Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation, Ms. Catarina de Albuquerque, expresses her particular concern about access to water and sanitation during emergencies.
"The chaos and insecurity caused by war and natural disasters frequently block access to water and sanitation, with devastating results," said the Independent Expert.
United Nations High Commissioner for Human Rights, Mary Robinson, welcomed the release of the Global Report on Child soldiers by the Coalition to Stop the Use of Child Soldiers.
